Business Analysts work as a critical friend in the project delivery profession to achieve solutions that are fit for purpose and that maximise the value that an organisation delivers to its stakeholders. They work collaboratively across all levels of the organisation and will be involved in everything from defining its strategy and goals to creating high-level designs, eliciting the requirements for programmes and projects and supporting the continuous improvement of its processes and technology.

A typical day may involve researching problems with stakeholders, aligning unique and diverse viewpoints, deep diving into complex processes and data, untangling policy and legislation, analysing findings, translating and presenting outcomes, recommending solutions, and supporting the implementation of change.

Project Delivery assignments are timebound and when an assignment ends, or priority dictates, individuals will be moved and provided a next assignment (demand dependent).

Person specification
  • Employ a range of tools and techniques to scope, gather, analyse, document, validate, prioritise and arrange sign-off of complex business, user, functional and non-functional requirements with a wide range of stakeholders, in line with project objectives, scope, approach and standards, and ensure that they are reviewed continually, and managed effectively, throughout the project lifecycle.
  • Scope and model complex "as-is" and "to-be" business processes to investigate business problems, identify opportunities for improvement, conduct gap analysis, and inform requirements.
  • Identify, manage and engage regularly with stakeholders at all levels to ensure that responsibilities are clear, requirements are agreed, solutions are negotiated, and trust is maintained.
  • Facilitate workshops, meetings, and other discussions with diverse groups of people, enabling them to work collaboratively towards common goals while remaining neutral where appropriate.
  • Identify, categorise, and evaluate efficiency savings, cost savings and other benefits in line with project objectives.
  • Drive collaboration with other specialists to ensure that business objectives and user requirements are translated into appropriate technical solutions.
  • Conduct impact analysis to identify the positive and negative consequences of a proposed change on people, processes and data and consider actions needed.
  • Understand the stages and purpose of testing and drive the design, execution and assessment of product, process and useability tests.
  • Champion and drive the application of standards and best practice to ensure that BA artefacts created by self and others are delivered to a recognised quality and are understood and agreed by stakeholders.
  • Demonstrate expertise and provide guidance, mentoring, coaching and support to others, contributing to their professional development.
Accreditation

The job holder will be supported to work towards achieving Government Project Delivery Accreditation where they do not already hold this.

Essential criteria:
  • Demonstrable experience of business analysis, including process modelling, impact analysis and requirements management working in agile delivery environments.
  • Demonstrable experience of managing risks, issues and dependencies.
  • Excellent communication skills with the ability to build effective relationships, influencing and challenging stakeholders at all levels.
  • Excellent organisational skills with the ability to work independently in a fast-paced environment, prioritising multiple tasks.
  • Excellent analytical skills with the ability to interpret and then use large, complex and often incomplete data.
  • Experience of using common project management methodologies, e.g. waterfall and agile.
  • Experience of using common process modelling tools, e.g. MS Visio, and methodologies, e.g. BPMN.
Desirable Criteria:

Relevant qualifications such as:
  • Experience of working in a large project as a business analyst.
  • BCS International Diploma in Business Analysis (or any individual BCS certificates within the syllabus).

Interview

Hybrid working at HMRC
