We are seeking a dynamic and experienced Talent and Capability Programme Lead to join our team at HM Revenue & Customs. This is an outstanding opportunity to play a pivotal role in designing and developing our new Career Accelerator Programme within the Customer Service Group (CSG). You will be instrumental in identifying internal talent and creating tailored development programmes that enhance internal mobility and ultimately improving both candidate quality and success rates for colleagues looking to progress their careers from phone work to critical compliance or digital/tech roles.

Key Responsibilities

As the Talent and Capability Programme Lead, you will be responsible for:

  • Crafting and developing a comprehensive framework for our talent and career accelerator programme, including pre and post-programme phases.
  • Leading the design and delivery of curriculum and assessment processes, with a focus on both digital and tax pathways. Working with technical subject matter experts to identify a robust framework of knowledge, skills and behaviours required for both pathways.
  • Identifying how we can leverage modern and technology enabled solutions to ensure programme scalability, consistency and create an engaging participant experience.
  • Managing multiple collaborator engagements to ensure alignment and support for the programme.
  • Offering a service and career pathway that brings to bear the potential of our rapidly growing CCG and Digital groups.

Requirements

To be successful in this role, you must have:

  • Proven experience as a talent programme delivery manager, specifically in crafting and delivering large-scale internal mobility and talent pipeline or accelerated development programmes.
  • Deep expertise in designing and developing technical curriculums and assessment methods that can be used to build skills and capabilities within specialised roles.
  • Expertise in creative methods for curriculum delivery that incorporates the following elements: education, experience and exposure.
  • Expertise in scalable and robust assessment methods that allow participants to demonstrate their knowledge, skills and behaviours.
  • A track record of leading cross-functional teams and designing programmes based on organisational requirements, with detailed recommendations for launch.
  • Outstanding skills in collaborator engagement and the ability to drive initiatives forward with determination and precision.
  • The ability to start fast and grasp sophisticated concepts quickly.
