About the Role:

As the Deputy Director for DM Logistics, you will play a pivotal role in shaping HMRC's debt strategy and driving our approach to effective debt resolution. This crucial leadership position involves collaborating with senior stakeholders across HMRC and government to develop and implement innovative solutions to prevent and tackle debt, ensuring we meet our ministerial commitments.

Key Responsibilities:

Strategic Leadership & People Development: Lead and inspire multidisciplinary teams, fostering a culture of engagement, respect, and continuous development. As a key member of the DM Senior Leadership Team, you will contribute to shaping the future of debt collection within HMRC.

Drive Policy Innovation & Delivery: Lead the development and delivery of new policy approaches to tackling debt, working closely with HMT and the Closing the Tax Gap Committee. You will provide expert advice to Ministers and ensure the effective implementation of policies across operational areas.

External & Internal Stakeholder Management: Lead engagement with key external stakeholders, including the Government Debt Management Function and private sector partners, as well as collaborating across HMRC to reduce new debt and improve collection strategies. This includes senior and ministerial-level engagement.

Operational & System Excellence: Oversee the effective management of significant private sector debt contracts and lead the teams responsible for debt systems, ensuring robust management information, facilitating system changes, and contributing to the development of new IT solutions.

Risk Management & Continuous Improvement: Manage and take informed risks to enhance productivity and customer experience, incorporating feedback from various sources. You will also contribute to the design of the DM operating model, aligning with wider HMRC and Customer Service Group transformations.

Person specification

Candidates applying for this role will need:

Exceptional Leadership and People Management Skills: Demonstrable experience in leading and developing diverse teams, fostering a positive and inclusive work environment, and empowering individuals to achieve their full potential.

Proven Policy Expertise and Delivery: A strong track record of leading policy teams in the development and delivery of new measures, including experience of navigating legislative processes within a central government context.

Extensive Stakeholder Engagement Experience: Significant experience of engaging effectively with senior leaders, building strong relationships and influencing strategic outcomes. Within this role you would be expected to engage directly with Ministers.

Strategic Thinking and Operational Oversight: The ability to think strategically about complex issues related to debt management and translate this into effective operational delivery, including experience overseeing significant contracts and/or IT systems.

Strong Communication and Influencing Skills: Excellent written and oral communication skills, with the ability to present complex information clearly and persuasively to a variety of audiences, including senior stakeholders and Ministers.

Tax Professionalism: Good knowledge of the tax administration framework, coupled with a professional tax qualification at IDP, ITS2 (or predecessor CPT, FT2) level, or equivalent.
