This role offers an excellent development opportunity for candidates. Sitting within the Performance team, in the Financial Strategy and Planning directorate, CFO, it offers an outstanding view of the whole Department and how it operates internally, as well as the role it plays in supporting wider government objectives and the economic health of the UK. It will stretch and develop your strategic skills, making you consider not just the Departmental view of issues, but also how our actions fit with, and impact on, the rest of Whitehall and the Government.

Key Responsibilities
  • Support the management in assuring that HMRC performance is accurately measured, analysed and prepare summary reports to ExCom and the Board on this performance. This includes deputising for Senior Leaders when required.
  • Liaise with Finance & Performance teams to ensure performance levels are understood and accurately reported, with accountabilities clearly identified.
  • Investigate, and challenge, performance reports from Business Group/Chief areas to provide assurance that delivery is in line with any set targets and agreed outcomes, and effective counter measures are in place where performance is diverging from plan.
  • Draft performance analysis and recommendations.
  • Develop performance insight and prepare briefing, drawing out key messages, and identifying areas of interest for ExCom discussion so that they can take timely action to improve performance.
  • Build strong stakeholder relationships with performance teams throughout HMRC to build our understanding of performance; influencing and providing constructive challenge to improve the insight available to key decision-makers.
  • Continuous improvement of performance metrics and measures, building and tailoring reports and tracking key dependencies for delivery so we are clear on what inputs are driving our performance outcomes, and how we can influence them.
Person specification

Essential Criteria:
• Excellent organisational and communication skills, and experience of being able to manage a fast-moving monthly process and ensure all deadlines are identified, and team wide objectives are delivered.
• Strong stakeholder relationships are key to this role; the post holder will need to foster collaborative ways of working across the Performance Team (including peer management of other analysts), with business groups and colleagues across HMRC.
• Experience of being adaptable and react to challenges presented through regular processes and identify solutions to successfully deliver objectives.
• Experience of designing reports and creating efficient data processes within PowerBI, the program we use to run the ExCom Performance Hub, and continued development and improvement of reports for multiple audiences.
• Proficient numeracy and analytical skills. Due to the technical nature of the data/performance measurement aspects of the role, and the need to engage with specialist teams, the role may be especially suited to someone with an analytical background, who understands the strengths and weaknesses of different quantitative and qualitative evidence sources (including performance indicators and evaluation methodology).

Desirable Criteria:
• Good briefing skills, with the ability to draw out key messages and insight from performance data and present it in the right way to senior stakeholders, to support robust decision making.
• Understanding of data modelling principals and standards, and
• Understanding of reporting accessibility standards and requirements when building reports and dashboards.

Sift
