A Programme Director is responsible for the day to day running of the Programme and successful delivery of the Programme outcomes. This role involves directing the end-to-end digital transformation of services, to provide excellent customer services and high levels of compliance while also driving productivity and efficiency. The successful candidate will work closely with business stakeholders to implement changes seamlessly into operations and compliance teams, ensuring the delivery of benefits and driving innovation.

The successful candidate will:
  • Lead programmes in line with expectations from the Senior Responsible Owner (SRO) and Change Delivery Group Director to achieve the programmes intended outcomes to time and cost.
  • Work in close collaboration with business stakeholders to land changes into the operations and compliance teams and ensure that the benefits are delivered.
  • Lead multi-functional teams to ensure outcomes meet business and customer needs.
  • Continue to develop the iterative delivery model using proven techniques including Agile , supporting wider HMRC colleagues to adapt processes and ways of working to become more agile in their approach.
  • Ensure that the programme delivers against policy objectives, meet Ministerial aims, minimise error and fraud and is easy and low cost to operate for both HMRC and customers
  • Provide a single point of contact with senior colleagues across HMRC and wider government on the direction and performance of the programme
  • Develop the team, identifying roles and skills required, especially noting the challenging digital, commercial and complex supplier nature of the projects
  • Champion the government project delivery professional standards and ensuring that these standards are firmly embedded into your programme team
  • As a Senior Civil Servant, d emonstrate a strong personal contribution to the running, performance and reputation of not just Change Delivery but HMRC and the Civil Service.
  • Line manage your team including a corporate responsibility for Diversity & Inclusion (D&I), and the development of an inclusive workplace culture; increasing the capability and engagement of teams
Person specification

We are seeking experienced leaders and project professionals who are committed to cultivating inclusion within teams, giving them what they need to develop, who is financially astute and has a strong track record of the successful delivery in large-scale, major change programmes. We want to hear from candidates with a real passion for project delivery and the role that this important profession plays within a large, complex and high-profile national body.

The successful applicants will need to demonstrate relevant experience and effective delivery of the following essential criteria.

Essential Criteria
  • Experience in leading large-scale digital transformation/channel shift programmes or complex technology programmes, including the ability to shape strategy, navigate complex organisational systems and drive significant system changes to achieve outcomes.
  • Proficiency in Agile delivery methodologies and software development lifecycles.
  • Experience of managing senior stakeholders with d iverse needs and requirements. Ability to communicate complex information clearly and effectively.
  • Experience of shaping, leading, and managing large complex transformations and finding new, creative ways of delivering value.
  • Demonstrated ability to create and lead high-performing teams, constructing and executing strategies for transformational change across an organisation.
  • Strong understanding of programme governance principles and practices, including risk management, issue resolution, and dependency management. Experience in developing and managing robust business cases and ensuring compliance with financial and regulatory requirements .

Selection process details

Assessment


If shortlisted, you will take part in the following assessments:
  • Staff Engagement Exercise - a presentation and Q&A with a representative staff group from across HMRC.
Assessments are designed to support the panel's decision making and highlight areas for further exploration at interview and do not result in a pass or fail decision.

Interview

You will attend a panel interview for a more in-depth discussion of your previous experience and professional competence. This will include a 5- minute verbal presentation (further information will be issued in advance).

Interviews are expected to take place in person at 100 Parliament Street, London, SW1A 2BQ.

Security Clearance

Please note, the successful applicant will undergo basic pre-employment checks. You will be expected to undergo or hold CTC clearance for 100 Parliament Street.
