We are seeking a dynamic and experienced Talent Programme Lead to join our team at HM Revenue & Customs. This is an outstanding opportunity to play a pivotal role in designing and developing a new offer for talent & career development programmes. You will be instrumental in designing a new suite of programmes that will support HMRC to identify talent within the business, while empowering participating colleagues to maximise their potential and achieve their ambitions.


Key Responsibilities

As the Talent and Capability Programme Lead, you will be responsible for:

Crafting and developing a comprehensive framework for talent & career development programmes including pre and post-programme phases (selection and evaluation).

High level design for new programme modules including agreement of key competencies, learning objectives and delivery modalities.

Identifying and assessing optimum delivery models including making recommendations for build/buy where appropriate.

Identifying how we can leverage modern and technology enabled solutions to ensure programme scalability, consistency and create an engaging participant experience.

Working in partnership with the current Talent Programme lead to support team through change.

Managing multiple collaborator engagements to ensure alignment and support for the programme.

Offering a service and career pathway that brings to bear the potential of our rapidly growing CCG and Digital groups.

Requirements

To be successful in this role, you must have:

Proven experience as a talent programme delivery manager, specifically in crafting and delivering large-scale internal mobility and talent pipeline or accelerated development programmes.

Knowledge of modern, technology enabled approaches to talent & career development. A working knowledge of utilising AI to deliver interactive learning experiences is desirable.

Expertise in developing all elements of a programme, including creative methods for talent identification, curriculum development and delivery, assessment, and offboarding.

A track record of leading cross-functional teams and designing programmes based on organisational requirements, with detailed recommendations for launch.

Outstanding skills in collaborator engagement and the ability to drive initiatives forward with determination and precision.

The ability to start fast and grasp sophisticated concepts quickly.
