Once you've been offered a role, there may be an opportunity to request a change of location, but it would depend on business needs and availability at your preferred site. I'd recommend raising this as soon as possible with the recruitment team (compliancegrouprecruitmentqueries@hmrc.gov.uk ) or during the onboarding stage, so they can advise you on the options available.
