Hi Emma, from my experience in HMRC, there is no specific requirement for languages in any role however it can help sometimes if you are speaking to someone who cannot speak English and needs additional support, or receive tax documents in another language. I do believe there are specific opportunities within the Civil Service but outwith HMRC, such as Home Office, Border Force and FCDO. My advice would be to go onto the Civil Service Jobs site and use the 'what' box to put in the specific languages.
