If you set your auto search on Civil Service Jobs to cover these parameters you'll be informed when they come up and are advertised.
As Jim states, setting up an email alert is the best way to keep informed when they are advertised - within the email alert you can set things like location, profession, department etc.
There is no inside track as even the jobholder is subject to following the correct process, so won't have control over the date of release.
