Job description
This role sits within the Programme Management Office (PMO) for the HMRC Unity Programme, a major cross government transformation delivering shared services across HR, Finance, Procurement, Talent and Learning, and Recruitment.
The PMO plays a central role in providing governance, assurance and performance insight across the programme, ensuring delivery is controlled, benefits are realised, and decision making is supported by high quality, reliable data.
This is an exciting opportunity to join the PMO as a Benefits Lead where you will be responsible for supporting the calculation, management and assurance of programme benefits.
You will work closely with benefit owners, programme teams and finance colleagues to ensure benefits are robust, evidence based and compliant with the HMRC Benefits Management Framework.
The role is key to ensuring that benefits are clearly defined, accurately forecast and effectively tracked throughout the programme lifecycle, providing confidence to senior leaders that benefits are deliverable and represent value for money.
The postholder will operate at the heart of the portfolio, providing both analytical support and constructive challenge, while helping to drive consistency, governance and continuous improvement across benefits management activity.

Key responsibilities
Support the delivery of a comprehensive benefits management service within the Unity PMO, ensuring benefits are accurately calculated, forecast and tracked throughout the programme lifecycle.
Take ownership of calculating and validating benefits using data provided by benefit owners, ensuring outputs are robust, evidence based and aligned to agreed methodologies.
Ensure all benefits activity, documentation and deliverables are fully compliant with the HMRC Benefits Management Framework, maintaining high standards of accuracy, auditability and governance.
Maintain oversight of risks and opportunities impacting benefits delivery, ensuring these are regularly reviewed, clearly documented and reflected within forecasts and reporting.
Provide effective challenge to stakeholders on the quality of benefits data, assumptions and methodologies, improving the overall integrity of benefits submissions.
Support the development and review of programme and project business cases, ensuring benefits are clearly defined, quantified and meet governance and compliance requirements.
Ensure all mandatory benefits documentation is completed accurately and submitted on time to support governance approvals and key decision points.
Work collaboratively with programme teams, finance colleagues and wider stakeholders to ensure a consistent and joined-up approach to benefits management.
Align benefits tracking and reporting with PMO governance processes, contributing to a clear and consistent single version of the truth for senior leadership reporting.
Build effective working relationships with benefit owners and stakeholders, supporting them to provide accurate, timely and compliant data inputs.
Produce clear, high quality reporting and insight on benefits performance, supporting evidence-based decision-making and effective portfolio oversight.
Monitor compliance with governance processes and standards, escalating risks, issues or non-compliance through appropriate routes.
Contribute to the continuous improvement of PMO processes, tools and standards, enhancing the overall effectiveness of benefits management within the Unity Programme.
Play an active role within the wider PMO team, supporting a collaborative, inclusive and high-performing team environment.
Essential criteria
Experience working in a PMO, project, programme, finance or analytical role, with exposure to governance and structured delivery environments.
Proven ability to analyse, interpret and validate data, including experience of calculating or working with financial or benefits related information.
Strong attention to detail, with the ability to ensure accuracy, consistency and quality in outputs and reporting.
Experience of working within governance frameworks and ensuring compliance with defined processes and standards.
Strong stakeholder management skills, with the ability to build effective relationships and provide constructive challenge where required.
Good communication skills, with the ability to present complex information clearly in written and verbal formats for a range of audiences.
Ability to manage multiple priorities, work independently and deliver to tight deadlines in a fast paced environment.
Confidence in handling data and using it to support insight, reporting and decision-making.
Desirable criteria
Experience of benefits management or working within a portfolio or PMO function.
Knowledge or experience of the HMRC Benefits Management Framework or similar structured benefits or governance frameworks.
Experience supporting business case development or financial or benefits forecasting.
Interest in or working towards a professional qualification (for example CIMA, APM or similar).
