About the role
We’re retendering a critical IT contract (Managed Desktop Services) and need a Business Analyst who can turn complex commercial and service needs into clear, testable requirements and dependable delivery artefacts. You’ll work endtoend across discovery, procurement and mobilisationpartnering with Commercial, Service Owners, Architecture and Deliveryso the retender is robust, compliant and sets our teams and suppliers up to succeed.
This role aligns with the DDaT Business Analyst profession standards and ways of working (e.g., embedded in agile delivery teams, focusing on user needs, outcomes and measurable value).
Key Responsibilities
Plan and run requirements workshops for the re tender (interviews, workshops, observation, document analysis), capturing business, user, security and non functional needs; baseline the as is and define the to be.
Produce and maintain core BA artefacts: stakeholder map and RACI, problem statements, options analysis, process models, data flows, benefits and dis benefits, and a Requirements Traceability Matrix through to contract schedules.
Shape the Statement of Requirements and procurement documentation for Further Competition / ITT, ensuring evaluation criteria are measurable and aligned to outcomes, service levels and policy.
Work with Commercial to ensure compliance with Crown Commercial Service frameworks and with internal procurement controls, supporting market engagement as appropriate.
Facilitate options appraisal (e.g., extend vs re tender, in-source vs out-source, scope revisions), documenting pros/cons, risks, dependencies and transition considerations to inform governance.
Support evaluation and supplier selection by translating requirements into criteria and testable acceptance evidence; participate in clarifications and BA led technical assessments.
Assure mobilisation: finalise requirement baselines into contract artefacts and call off schedules; confirm readiness, handover plans and traceability from requirement to deliverable and SLA.
Adopt and promote standard tools and practices for requirement lifecycle management, versioning, traceability and communication.
Contribute to BA community standards and re use templates (HLBR, RMP), raising overall capability in re tender exercises.
What you’ll deliver
Lead requirements elicitation for the re tender (workshops, interviews, document analysis), capturing business, security and user and non functional needs.

Essential Skills
Experience contributing to complex IT public sector procurements or retenders (Further Competition / ITT), translating requirements into evaluation criteria and supplier responses.
Demonstrable experience eliciting, analysing and validating business, security, user and non-functional requirements for complex services, with clear as is / to be modelling and benefits analysis.
Excellent stakeholder management and facilitation across Commercial, Service Owners, Architecture, Security and Supplier teams.
Proven ability to create and manage a Requirements Management Plan, ensuring roles, responsibilities, prioritisation, change control and assurance are explicit.
Strong options analysis and governance support skillsable to structure pros/cons, risks, dependencies and transition considerations for decision makers.
Fluency with requirement lifecycle tooling and standards for versioning and traceability.
Systems thinking, structured problem solving, and data informed decision making.
Clear written and visual communication; ability to make complex information accessible.
Knowledge of service transition and mobilisation planning in multi supplier environments.
