Chartered Valuation Surveyor - Technical Lead - Role Overview

The HMRC Valuation Office are looking for experienced Chartered Valuation Surveyors across the UK to undertake complex and high profile Non-Domestic Rating casework (NDR).

Our Technical Leaders provide technical advice to colleagues across the network. You will be a technical expert with a natural ability to coach and nurture colleagues undertaking professional qualifications. The role is essential to supporting our future surveying talent pipeline and providing valuable technical advice, leadership, and guidance.

The Regional Valuation Unit (RVU) is an exciting, ever-changing environment and will provide you with an excellent opportunity to join our highly skilled, diverse, and growing organisation.

You will be joining a team of exceptionally experienced and respected colleagues who will share their knowledge and support you to become part of the team. They will also value and learn from the valuable experience that you can bring to this organisation.

The role will primarily deal with ratings where there is a unit wide or cross unit impact due to, for example, reputational of financial risk.

We are eager to hear from experienced Valuation Surveyors with extensive rating experience having dealt with a broad range of property types across different valuation methodologies through to valuation tribunal.

Chartered Valuation Surveyor - Technical Lead - Key responsibilities
  • Delivering Non-Domestic Rating casework and providing technical leadership, guidance and support to caseworkers in the Regional Valuation Unit.
  • Supporting the delivery of the Revaluation Programme.
  • Leading, motivating, and inspiring others to deliver results including sharing professional knowledge to help others develop.
  • Setting and maintaining a strategic overview of the framework for the work of the team, including embedding the VO vision and values.
  • Providing expert witness testimony and advocacy in complex litigation at VTE/VTW/UTLC and beyond. (Full training and support will be provided).
  • If appropriate to the role, undertake selected casework where the outcome has a wider impact, setting frameworks or, where a high level of expertise is required, resolving the issues raised, including o ffering advice and guidance on complex issues which cannot be resolved within the normal rules or precedents.
  • To act as a Counsellor/Supervisor to colleagues undertaking profession qualifications.
Person specification

We are seeking a strong leader with advanced technical expertise confidently able to interpret and apply case law, legislation, codes of practice and professional standards. The successful candidate will have strong analytical and judgement skills and be able to interpret a range of evidence to provide relevant advice and reach sound conclusions. They will show commitment to the profession by promoting and participating in professional activities, while building internal and external networks to share expertise and develop others.

The successful candidate will also have exceptional interpersonal and communication skills, with the ability to influence and manage a diverse range of stakeholders, using high levels of negotiating, consulting skills to achieve co-operation over mutually acceptable solutions.

As Chartered Surveyor - Technical Lead, you will demonstrate horizon scanning to anticipate and mitigate future issues, seek and act on feedback, and encourage continuous development in themselves and others.

Essential Requirements
  • MRICS/FRICS or IRRV (Hons) qualified (valuation or real estate pathways), with in-depth technical expertise in Rating Valuation and local taxation, and the ability to exercise sound, balanced professional judgement.
  • Strong ability to apply technical knowledge, valuation methodology, relevant legislation, and case law to inform effective decision-making.
  • Clear understanding of, and ability to operate within, statutory and non-statutory requirements.
  • Commitment to maintaining up-to-date technical knowledge and using this to provide high-quality advice and guidance to others.
  • Demonstrated personal and professional commitment to the valuation profession, including active participation in and promotion of professional activities.
  • Proven ability to lead, coach and mentor individuals, including supporting colleagues through professional qualification pathways.
  • Ability to build and maintain effective internal and external networks, and to influence and persuade colleagues and stakeholders through trusted professional relationships.
