Role profile: Senior Agile Delivery Manager

Purpose of the role

As a senior, experienced Agile Delivery Manager, you will orchestrate the work needed to achieve ECRM’s vision and roadmap, building and maintaining a multidisciplinary team that delivers this change into HMRC.

You will also be coaching Delivery Managers in the different sub-teams of the ECRM programme, including Data Readiness, Platform and Product teams. You will help them build the right environment for their teams to own the end-to-end delivery lifecycle of ECRM capabilities from discovery, design, build and implementation through release, business change and continuous improvement.

Responsibilities

You will:

  • enable multidisciplinary teams to deliver against the product vision, strategy and priorities established by Product Leads through effective agile delivery practices and collaboration
  • create an environment that enables joint accountability across multidisciplinary teams working toward shared outcomes, operating in a team-of-teams model, where teams bring together professionals from diverse functions such as product, engineering, design, data, operations and commercial
  • facilitate collaboration that is deliberate, timely and outcome-focused: the right people in the room, at the right time, with clear and collective decision making as a result
  • create a communicative working culture, ensuring team members have situational awareness of what each other is working on
  • encourage the team to recognise, reflect and adapt when something does not work based on evidence to improve ways of working
  • identify problems or issues in the team dynamic and rectify them
  • show expert facilitation skills and create an open environment to get the best out of teams
  • focus the team on what is most important to the delivery of the work, throughout all lifecycle activities from discovery, design, build and implementation through release, business change and continuous improvement. You will be leading a continual planning process in a very complex environment, using the right balance of Lean and Agile concepts to help the team considering their unique context
  • establish and run a clear delivery cadence that keeps work moving without unnecessary overhead including:
      • planning cycles that connect outcomes to roadmaps and delivery as a collective (not separate functions)
      • regular checkpoints to surface problems, establish transparency and unblock issues in days and hours, not weeks
      • enabling decision forums that unblock quickly and avoid escalation churn or recycling of issues
      • retrospectives that lead to real, applied improvements (not just talk)
  • coordinate enterprise release planning and execution across multiple teams and products
  • coach and mentor team members with delivery management responsibilities
  • help team members and others to develop agile ways to think and work
  • be an active member of the emerging Test & Learn community of practice

Skills, experience and mindset

You are a hands-on practitioner, with a servant leader mindset.

You have 5+ years of experience working as Agile Delivery Manager in a range of contexts on high-stake and large-scale projects, working across multiple multidisciplinary teams.

You have previous significant experience of coaching people in delivery management roles and are committed to supporting teams to adopt a user-centred and incremental approach to delivery.

You have strong communication skills and are used to engaging senior stakeholders.

You understand and consider agile, test-and-learn delivery approaches as primary tools for managing risk when delivering transformation in complex and uncertain environments.

You are confident in setting up delivery rhythms like stand-ups, roadmapping sessions, retrospectives and the established tools and techniques that enable those.

You have deep knowledge of delivery management tools including Jira and Confluence backed by real-word usage and can coach people new to these tools in their use.

You are familiar with a wide range of agile frameworks, methods, principles and know how to tailor these to best fit the context and the needs of the team.

You are confident in shaping new delivery approaches that reflect the context and needs of the team. You are also confident in advocating for these new ways of working outside of the team, engaging and influencing a wide range of stakeholders to support change across the wider organisation.

You have experience in establishing release governance, coordinating cross-team release planning and managing deployment activities across complex enterprise platforms.

You are confident in working in depth with all the relevant disciplines. You can call out where people are struggling to understand each other, to avoid jargon obfuscating understanding.
