This exciting opportunity is for a highly motivated and experienced leader to join CS&TD's Business Assets and International Directorate as the Deputy Director for Corporation Tax Strategy and Transformation. In this critical role, you'll be at the forefront of shaping the future of Corporation Tax administration in the UK, directly impacting revenue collection, customer experience, and public trust. You will design and implement key strategic initiatives, drive change, and lead a team to deliver exceptional results.
  • Driving Regime Ownership: Embed corporation tax regime ownership across the end to end regime. Regime ownership is a key departmental priority within the directorate and you will also be required to influence the wider departmental model. This includes leading secretariats, developing and maintaining data dashboards, overseeing the corporation tax strategy and ensuring robust analysis and evidence based decision making to improve the health of the corporation tax regime through small change.
  • Leading Strategic Transformation: Develop and implement a strategy to modernise Corporation Tax, aiming to maximise revenue, simplify compliance, provide great customer experience and foster public trust. This includes supporting current technological change and developing a future vision in line with HMRC's Transformation Roadmap.
  • Leadership and Culture: Lead a new team of multi-skilled specialists spread across the UK. You will be responsible for the team's budget and will contribute to the BAI Senior Leadership Team, fostering a positive, inclusive, and high-performing culture.
  • Strategic Collaboration: Work with a wide range of internal and external stakeholders-including Ministers, software providers, and other HMRC business areas and other government departments-to ensure effective end-to-end service delivery and address regime risks.
Person specification

The successful applicant will need to demonstrate relevant experience and effective delivery of the following essential criteria:
  • Experience or Knowledge of Corporation Tax: Experience or knowledge of Corporation Tax is a key requirement for this role.
  • Technological Change Experience: Experience of working with technological change is a key requirement for this role.
  • Strategic Leadership: Proven ability to develop and implement long-term strategic plans and translate complex objectives into actionable strategies. Experience driving organisational change and policy development is desirable.
  • People Leadership: Demonstrable people leadership skills with a proven ability to lead and develop teams of experts, particularly in ambiguous environments.
  • Stakeholder Management & Communication: Strong senior stakeholder management skills, including experience at a ministerial level or equivalent. Excellent communication skills, both written and oral, are essential.

Selection process details

Assessment

If shortlisted, you will take part in the following assessment:
  • Individual Leadership Assessment - a combination of psychometric assessments
Assessments are designed to support the panel's decision making and highlight areas for further exploration at interview and do not result in a pass or fail decision.

Interview

You will attend a panel interview for a more in-depth discussion of your previous experience and professional competence. This will include a 5-minute verbal presentation (further information will be issued in advance).

Interviews are expected to take place in person virtually via Microsoft Teams.

This role has a minimum assignment duration of 3 years. An assignment duration is the period of time a Senior Civil Servant is expected to remain in the same post to enable them to deliver on the agreed key business outcomes.
