An exciting opportunity for a highly motivated and experienced tax professional leader to join CS&TD's Business Assets and International Directorate as Deputy Director for Transfer Pricing. This SCS1 role is critical to shaping HMRC's strategic response to the taxation of multinational companies.

Key Responsibilities:

Strategic Leadership & Policy:
  • Shape the department's policy and operational strategy on Transfer Pricing.
  • Develop HMRC's strategic response to profit diversion risks in close collaboration with operational compliance and HMRC policy colleagues.
  • Work in close partnership with HM Treasury to develop policy on the taxation of multinational companies.
  • Ensure effective governance of HMRC's work on Transfer Pricing.
International Representation & Competent Authority:
  • Lead for the UK in international fora, including the OECD body that develops and agrees the international transfer pricing guidance.
  • Develop effective and collaborative relationships with key international partners.
  • As a Delegated Competent Authority, provide leadership for HMRC's Advanced Pricing Agreement Programme and work to resolve double taxation through Mutual Agreement Procedure and arbitration.
People & Directorate Leadership:
  • Lead the BAI Transfer Pricing team of around 35 tax specialists.
  • Provide highly visible leadership of HMRC's transfer pricing work, both internally and externally.
  • Provide highly visible people leadership and champion staff engagement.
  • As a key member of the Business, Assets and International Senior Leadership team, make a strong contribution to the leadership of the directorate and HMRC more widely.
  • Accountable for managing the team's budget (pay and non-pay), considering factors like location and reward.
Person specification

The successful applicant will need to demonstrate relevant experience and effective delivery of the following essential criteria:
  • Experienced Tax Leader: Experienced tax professional with a relevant professional qualification, and a strong background in the taxation of multi-national companies.
  • Strategic Leadership: Proven ability to develop and implement long-term strategic plans, and translate complex objectives into actionable strategies.
  • People Leadership: Demonstrable people leadership with a proven ability to lead and develop teams of experts, including leading through ambiguity and developing capability.
  • Stakeholder Management & Communication: Strong senior stakeholder skills, including at ministerial level or equivalent, and excellent communication skills, both orally and in writing.
  • International Representation: Track record of successful representation in international tax forums and negotiations is highly desirable.
The successful candidate must hold at least one of the following essential qualifications:
  • HMRC Tax Specialist Programme or Equivalent (Direct Tax)
  • Chartered Tax Advisor (CTA)/Associate of the Taxation Institute Incorporated (ATII)/Advanced Diploma in International Taxation (ADIT).
  • Consultative Committee of Accountancy Bodies (CCAB) membership qualification, i.e. ICAEW, ICAS, CIPFA, ACCA with direct tax professional experience.
  • Solicitor, Barrister or CILEX Lawyer (including the Professional stage Business and Commercial Law module) in England and Wales (or equivalents in Scotland and Northern Ireland) with direct tax professional experience.
The panel may consider significant relevant experience of tax at a sufficiently similar level of seniority to the role being advertised in place of the above qualification requirement and this will be considered and judged on its own merits.

Interview

This role has a minimum assignment duration of 3 years.
