The purpose of the Intelligence Deputy Directorate within RIS is to develop and enhance the intelligence picture of organised crime and serious fraud impacting HMRC. We then deliver quality intelligence products to drive decision making and compliance interventions to maximise our impact.

We do this by
  • Collecting, collating, and exploiting intelligence to identify the greatest threats to HMRC and drive operational decision making.
  • Providing information, intelligence, and live operational support to HMRC teams, Law Enforcement, and international partners to increase their impact and effectiveness.
  • Developing and delivering high impacting intervention opportunities to stop and disrupt serious non-compliance.
  • Collaborating with national and international partners to increase our collective impact and capability.
You will join HMRC's Intelligence Services as it establishes a two-hub structure across our Cardiff, Gartcosh and Ipswich locations. They will undertake one of several roles listed below, each involving a variety of responsibilities, including customer-facing and telephony requirements.

You will be allocated to Hub roles depending on business requirement.

Cardiff, Gartcosh and Ipswich RIS IS Hub functions include:

Intelligence Acquisition, Co-ordination and Exchange

The foundation and core of Intelligence Services delivery model from the:

Gateway Exchange Team (GET) and Intelligence Bureau (IB) who provide more than 35,000 intelligence reports per annum in support of criminal investigations by external law enforcement partners

Fraud Reporting Gateway (FRG) who receive and process over 150,000 contacts per year from members of the public reporting allegations of suspected tax evasion and customs fraud.

Specialist Intelligence Function

Responsible for exploring and developing new and innovative ways of identifying emerging threats and exploiting intelligence in partnership with wider teams. Includes:

Police Systems Hub (PSH) who update and manage on behalf of HMRC records on the Police National Computer (PNC), the Police National Database (PND) flagging and Organised Crime Group Mapping (OCGM) teams.

Person specification

You'll be joining our team of around 300 colleagues, your key responsibilities will include:
  • Receiving, assessing, and accurately record intelligence from the public regarding HMRC fraud via telephone and other communication channels.
  • Using internal and external databases to interpret and analyse information, producing clear and actionable intelligence reports/packages for dissemination.
  • Responsibility for handling confidential data with discretion, ensuring the protection of sensitive information in full compliance with data protection legislation, security protocols, and internal policies.
  • Delivering excellent customer service, maintaining effective working relationships with colleagues, managers, and external stakeholders.
  • Working collaboratively within a team environment, contributing to shared goals and supporting others as needed.
  • Operate effectively in a dynamic environment, managing conflicting priorities and adapting to changing demands.
  • Contribute to a culture of continuous improvement by sharing ideas and supporting process enhancements.
  • Undertaking telephony work as part of daily responsibilities, including handling inbound and outbound calls in a professional manner.

Sift

If we receive a large number of applications, an initial sift may be conducted on the Personal Statement only.

Interview

Interviews will be held via video link (MS Teams) with a panel of up to 3 people and will last up to 60 minutes. We will assess:

Behaviours: we recommend that you review the Success Profiles framework and consider working examples and outcomes that demonstrate the Behaviours listed above. A typical example of a Behaviour question might be 'Tell us about a time where you've had to deliver a difficult message'. We will assess the following Behaviours:

  • Strengths: There's no expectation to prepare for these, as we're looking for your instinctive, natural responses. A typical Strength question might be 'How quickly do you recover from setbacks?'

Online Tests - Banked Scores

When an applicant has a banked score they are not asked to retake the same test, providing it is:
  • set at the same job level, and
  • within the same system.
Scores will be banked for six months, or until a new score benchmark is applied, whichever is sooner. This means that if a candidate applies for another vacancy at this grade they may not have to retake the test within that time, and their previous score will be used for the new vacancy.

Hybrid working at HMRC
