Job description

About the role

HMRC is transforming at pace. The Future Workforce Design and Effectiveness team is at the cutting edge of that change, helping the organisation translate strategic priorities into effective operating models, organisation designs, ways of working and sustainable organisational change.

As an Organisation Design and Development Consultant, you will lead complex and high-profile assignments that improve organisational effectiveness and help HMRC deliver its future vision. You will work at enterprise, business group and directorate level, partnering senior leaders, HR colleagues and multidisciplinary teams to move from strategic intent and design choices into practical, deliverable change.

This is a varied role for an experienced consultant who can work confidently in ambiguity, connect strategy, design and implementation, and bring the structure, pace and judgement needed to achieve lasting business, people and cultural outcomes.

What you will do
  • Lead complex organisation design and development assignments, from initial contracting and diagnosis through analysis, design, implementation and evaluation.
  • Develop target operating models and organisation designs that translate strategic intent into clear structures, accountabilities, capabilities, governance, processes and ways of working.
  • Design and deliver organisation development interventions that strengthen organisational effectiveness, leadership, culture, collaboration and behaviour change.
  • Partner senior leadership teams on strategically significant design and development challenges, including top-team effectiveness and new ways of working.
  • Turn agreed design decisions into practical implementation outcomes, plans, milestones, accountabilities and escalation routes.
  • Create an integrated view of implementation, identifying sequencing, dependencies, risks, capacity constraints and organisational readiness.
  • Establish proportionate delivery rhythms and controls that provide grip while allowing teams to test, learn and adapt as evidence and priorities evolve.
  • Work across organisational boundaries and influence without direct authority to secure commitment, clarify ownership and coordinate delivery.
  • Use organisational data, evidence and insight to challenge assumptions, shape recommendations, assess delivery confidence and support informed decision-making.
  • Provide concise, evidence-led advice to senior leaders on design choices, trade-offs, progress, risks and decisions required.
  • Lead multidisciplinary teams and work collaboratively with HR Business Partners, other expert services, transformation teams and business areas.
  • Build organisation design and development capability by sharing methods, coaching colleagues and contributing to the development of tools, standards and professional practice.

  • Well-developed organisation design and development expertise, with experience of translating strategy into effective operating models and organisation designs, and designing interventions that strengthen organisational effectiveness, leadership, culture, collaboration and ways of working.
  • Strong consultancy and stakeholder management skills, with experience of advising, challenging and influencing senior leaders, and leading multidisciplinary activity across organisational boundaries without direct authority.
  • Demonstrable ability to take a systemic, evidence-led approach to complex organisational challenges, using organisational data and organisational modelling and workforce design tools to support analysis, scenario modelling and design decisions.
  • Proven ability to turn design decisions into practical delivery, managing implementation plans, sequencing, dependencies, risks and organisational readiness while maintaining pace and focus on outcomes.
  • Chartered membership of the CIPD or another relevant professional body, or a willingness to work towards an appropriate professional accreditation.
