HMRC Chief Digital Information Office (CDIO) has moved to a products and platforms model. This will be reflected in our ways of working and our roles. The emphasis of this role is to include platform technology-specific ownership and responsibility.

We work closely with other Platform Groups and Customer Groups and their partners, acting as a trusted advisor.

We lead the way on delivery excellence to bring those IT systems & services together for a seamless and transparent digital experience, where the customers feel empowered by their IT.

Job description

The Platform Owner is responsible for leading the operational management of multiple platforms within a platform service. This role drives operational efficiencies across platforms, optimises infrastructure, and implements best practices for maintenance and risk management.

The Platform Owners are proactive leaders in improving platform performance and guiding the integration of new technologies and processes to support the future growth and digital transformation. The Platform Owner identifies opportunities for optimisation and supports their prioritisation in the backlogs and roadmaps to ensure scalability and resiliency of the service.

The Platform Owner will be accountable for setting the vision and strategy for the Intelligent Workspace Platforms across the HMRC estate. The successful candidate will provide strategic ownership for Intelligent Workplace Platforms within Modern Workplace Platforms supporting approximately 85k users across HMRC, these include Estate Systems, Meeting Rooms across the HMRC locations, Audio Visual Equipment, IT Connect Bars and the Consumables Service.

Strategic Oversight of Platform Operations:
  • Lead the operational management of platforms across a platform service. Develop and implement strategies for optimisation.
Cross Functional Alignment:
  • Collaborate with senior leadership and key stakeholders across product, engineering and architecture for alignment of platform initiatives with the broader organisational goals.
  • Oversee platform development is fully integrated with enterprise-wide systems to foster alignment between services. They balance feature development with operational health, including addressing risks and technical debt.
Platform Performance & Innovation:
  • Drive efforts to optimise platform performance, using data-driven insights to improve efficiency, scalability and user experience.
  • Champion adoption of new technologies and innovative practices that enhance platform capabilities.
  • Drive continuous improvement initiatives and adopt new technologies to enhance the services.
Operational Integrity, modernisation & Issue Resolution:
  • Oversee the resolution of platform-related issues with minimal disruption to services and identifying root causes.
  • Maintain operational integrity with a platform capable of scaling with service growth.
Risk & Security Management:
  • Oversee the platform security and ensure compliance with regulatory standards for both internal and external platforms.
  • Proactively management risks associated with operations, including vendor dependencies.
  • Oversee risk management across operations. Lead incident response efforts and implement preventative measures.
Technical Debt & Defect Management:
  • Prioritise resolving technical debt and critical defects to support platform maintainability, security and scalability.
  • Manage Supplier relationships and third parties to deliver the maintenance and operational needs of the platform service.
  • Support contract management, service-level agreements and vendor performance reviews.
  • Provide active career development, and strong performance management of all staff in line with business needs.
Essential Criteria

The successful candidate must be able to clearly demonstrate evidence of the following essential criteria:
  1. Experience setting and delivering platform strategy within a large and complex organisation.
  2. Experience leading technical or digital transformation and organisational change.
  3. Experience managing and influencing senior stakeholders, suppliers and partners without direct authority.
  4. Experience leading and developing teams through periods of change.
  5. Knowledge of platform operations, service management and continuous improvement principles, including ITIL4 environments.

Desirable Criteria
  1. Experience working with ServiceNow (IT Service Management) is desirable.

Hybrid working at HMRC
