The G7 Portfolio Dependencies Lead plays a vital role within the Customer Compliance Transformation Directorate, helping to ensure the successful delivery of HMRC's SR25 commitments. Working across the Compliance Portfolio and the broader HMRC portfolio landscape, the post holder will lead the identification, tracking and management of key delivery dependencies that influence outcomes, delivery confidence and realisation of benefits. Strengthening this capability is a priority for the organisation, and this role directly supports improvements in governance and portfolio maturity.
Working within Transformation Portfolio Office (TPO), the role will help establish and maintain strong portfolio governance. The post holder will provide visible leadership on dependency management, developing an integrated view of cross portfolio dependencies, validating assumptions, analysing trends and using digital tools to generate meaningful insights that inform strategic decision making. They will proactively highlight risks, delays and opportunities to enable timely intervention.
The role will foster a strong planning and risk culture by working closely with planning, risk, design and delivery teams to resolve issues and continuously improve ways of working. The post holder will also produce high quality reports and briefings for senior governance forums, promote best practice across the change lifecycle, build strong stakeholder relationships, and contribute to ad hoc activities and special projects in support of the TPO.
Person specificationProviding visible and effective leadership with respect to Portfolio Dependencies, collaborating with stakeholders to develop an integrated view of dependencies across the Compliance Portfolio to ensure timely delivery of benefits and outcomes.
Proactively leading the consistent identification, validation of assumptions, documentation, management and reporting of dependencies across the Portfolio. Analyses performance, identifies trends, and spots areas for improvement and collaboration. Uses appropriate methods and tools to address these areas.
Using digital tools to analyse data from across the Compliance Portfolio and wider HMRC Portfolio to provide insights into Dependencies that inform decision making and to identify potential risks/ delays and opportunities.
Support the development of a sound risk and planning management culture, working with TPO Planning and Risk leads, Portfolio Partners, TD Design Authority and other key stakeholders to monitor and resolve through mitigating actions and escalation as appropriate.
Leading and / or supporting the production of key reports and briefing documents for senior governance forum in relation to dependencies to support effective governance, assurance and decision making.
Promotes portfolio standards as best practice and offers expert advice throughout the End2End Change lifecycle, supporting capability building and the use of best practices in dependency management. Shares knowledge and coach others on dependency identification, recording and management best practice.
Builds strong relationships to ensure dependencies are well understood and managed effectively and maintain networks to access technical and professional best practices.
Leading on adhoc activities or 'special projects' as required in support of the Transformation Portfolio Office.

Expertise in Portfolio Dependency ManagementDemonstrated experience identifying, analysing and managing complex interdependencies across large scale transformation portfolios or programmes. Able to assess impacts, anticipate risks, and drive effective mitigation strategies in a fast moving environment.

Strong Stakeholder Engagement & Influencing SkillsProven ability to build productive relationships and influence diverse stakeholder groups - including technical specialists, delivery teams, senior leaders and external partners - to ensure clear understanding and effective management of portfolio level dependencies.
3. Driving Governance, Standards & Continuous ImprovementTrack record of establishing and embedding effective governance, standards and best practice approaches for dependency identification, recording, tracking and management. Experience mentoring delivery teams and stakeholders to build capability in dependency identification, recording and management.
4. Portfolio Reporting & Insight GenerationExperience synthesising complex information into clear, accurate and actionable portfolio level reports and insights. Comfortable briefing senior decision makers and shaping strategic decisions through data driven analysis.
5. Experience with Portfolio Management ToolsUnderstanding of tools such as ServiceNow, Planview, MS Project, or similar systems used for dependency mapping, risk tracking, and portfolio oversight. (ServiceNow is HMRC's current Enterprise Change Management Tool)
