The role is responsible for embedding and refining governance & change management of the B&T IT sub-portfolio of change.
The role is to drive transparency and consistency throughout the change lifecycle, across the directorate. This will be achieved through effective, proportionate and value-driven governance arrangements embedded consistently across the directorate. The role will support strategic alignment, prioritisation, resource allocation, informed decision-making and delivery confidence across the portfolio.
The postholder will lead the improvement and implementation of cross-functional change (processes, standards and delivery) capability, ensuring that change management activity is aligned to organisational priorities, delivers measurable value and supports long-term transformation objectives.
The role requires collaboration across senior stakeholders, operational delivery teams, digital and technology functions, governance forums and external partners to drive transparency across the sub-portfolio and a mature, resilient and responsive change environment.
Specifically:
Ensure governance arrangements support effective investment decisions, risk management, regulatory compliance and value for money.
Drive consistency in the adoption of governance, reporting, assurance, delivery planning and change control practices across all B&T teams.
Ensure change processes remain proportionate, accessible, outcome-focused and adaptable to differing delivery methodologies and organisational needs.

Experience working in the civil service is advantageous.
