        Programme Finance Manager - HMRC (Competitive Day Rate)
        UK Wide (Remote/Hybrid Working)


        This role is based in TPO Finance and Commercial team within CCG Transformation. As a Programme Finance Manager, you will provide financial leadership and oversight across complex programmes, ensuring robust financial planning, monitoring, and reporting.

        Successful candidates will work closely with programme leads, finance teams, and stakeholders to ensure financial sustainability, compliance, and value for money.
        Successful candidates will also have direct line management responsibility of the 2 Finance Analysts.

        Ideally, applicants should be studying towards a professional accountancy qualification (e.g. ACCA, CIMA, CIPFA, ICAEW or equivalent at Level 7) to complement finance experience.
        We will also consider applications willing to study towards a professional accountancy qualification, with the aim of completing within 3 years.

        Person specification

        Financial Planning & Budgeting

        • Lead the development of programme budgets in collaboration with delivery teams.
        • Ensure budgets align with strategic objectives and funding requirements.

        Financial Monitoring, Reporting and Transactions

        • Working to tight deadlines to review, analyse, accrue and make accounting adjustments as required.
        • Produce timely and accurate financial reports, forecasts, and variance analyses, with commentary.
        • Monitor expenditure against budget and highlight risks or opportunities.
        • Undertake accounts payable and accounts receivable transactions, answer finance queries from internal colleagues.
          Risk & Compliance
        • Identify financial risks and implement mitigation strategies.
        • Ensure compliance with department guidelines, audit requirements, and internal controls.
          Stakeholder Engagement
        • Act as the key financial point of contact for programme stakeholders.
        • Translate financial data into meaningful insights for non-financial audiences.

        Resource Management

        • Support decision-making around resource allocation.
        • Ensure efficient use of programme funds and adherence to funding conditions.
          Continuous Improvement
        • Contribute to the development of financial systems, processes, and reporting tools.
        • Promote financial literacy and best practices across programme teams.

        Essential Criteria

        • Studying or willing to study towards a professional accountancy qualification (e.g. ACCA, CIMA, CIPFA, ICAEW or equivalent at Level 7).
        • Demonstrable experience of working in finance roles with excellent numeracy skills.
        • Demonstrable analytical and data processing skills including a strong grasp of Microsoft Excel (e.g. lookups, pivot tables, sumif formulas etc.).
        • Strong organisational skills, ability to manage conflict/ urgent tasks and manage expectations. The ability to remain professional whilst working and delivering at pace and a willingness to meet challenging deadlines.
        • High levels of interpersonal skills, ability to build and maintain strong working relationships with stakeholders, demonstrating an ability to engage effectively and influence others.
