Within the Estates Project Planning & Delivery (PPD) team, the Project Manager is responsible for the successful management and delivery of assigned projects. This spans the full project lifecycle-from feasibility and assessment, through business case development, stakeholder engagement, commercial strategy, delivery, and final handover/closure. You will also support Senior Project Managers on larger or more complex projects.
All projects must comply with appropriate regulatory standards; must deliver to time, cost and quality parameters and achieve outcomes which deliver the business benefits defined in the business case.
The project manager will be responsible for:
- Managing schedule, budget and quality elements during all stages of the project lifecycle.
- Developing feasibility/assessment studies.
- Commissioning external professional services and delivery contractors, ensuring compliance to building/construction regulatory standards including CDM.
- Developing a project team environment through cross functional teams in a matrix operating model, establishing high levels of team engagement and collaboration through effective team working, stakeholder management and leadership.
- L eading project meetings and representing Senior PMs at meetings as required.
- Reporting project progress and activity to appropriate stakeholders.
- Ensuring Key project milestones and associated documentation are completed to appropriate HMRC standards and timescales.
- Managing Risks & Issues, Change Control, Planning, Lessons Learned, Communications and reporting processes and products.
- Manage multiple dependencies, including scheduling, financial, construction IT, telephony, workspace moves (churn), building disposal, commercial tendering, and all aspects of delivery, as well as ensuring projects are complying with appropriate HMRC (Inc CDIO Technical Design Authority, Cybersecurity) and Security (SIBP), rules and mandates.
In addition, you may be expected to act as a Subject Matter Expert (SME) on behalf of the PPD team for wider HMRC initiatives.
Person specification The successful candidate must:
- Have experience of either delivering projects from End to End or delivering Estates services / large or complex digital/IT projects .
- Be able to confidently manage and engage with stakeholders, building strong working relationships.
- Have experience of engaging and managing external suppliers.
- Have strong communication skills, both oral and written.
- Be able to manage multiple dependencies/workstreams.
Essential Criteria: - Experience of either:
Planning and delivering Projects, End to End, as either a project manager or within a PMO, inc Management of Risks & Issues, Budget, Schedule, and quality and Project governance; or
Delivery of Estates/building related functions or services.
- The post holder must have attained or be willing to work towards an IPA Project delivery profession accreditation at foundation level within the first 12 months.
- Experience of commissioning and managing external suppliers.
- Experience of managing a range of internal and external stakeholders.
Desirable Criteria:
- An understanding of HMRC estate and/or Estates strategy.
- Commercial Awareness and supply chain management.
- Planning and delivering large or complex digital/IT projects.
- Commissioning and managing external suppliers to support/deliver digital/IT projects.
- Membership of either the Government Project Delivery profession or Government Property Profession.
