Digital Modernisation Service (DMS) is a multi-regime transformation initiative focused on improving digital service delivery, reducing operational risk, and enhancing customer experience.
The team grew out of successful delivery under HMRC’s Single Customer Account (SCA) programme. The programme made a series of impactful digital enhancements to improve customer experience, security, and service efficiency.
Examples include the digital Child Benefit service, new features to National Insurance numbers to digital wallets, improved digital services to help PAYE customers understand and update their income, allowances, and new outbound text messages, emails and push notifications to provide customers reassurance.
With its recent formal closure, the consensus is that SCA has been a superbly run programme that has operationally delivered beyond original expectations. The best agile practice and customer-focused improvements are now being taken forward under a new delivery model, called the Digital Modernisation Service.
The work we're delivering can be broadly grouped into:
Regime changes - service improvements for tax regimes to deliver customer service improvements and drive efficiency and compliance benefits. This covers Income Tax, Self-Assessment, VAT, Child Benefit and National Insurance
Strategic components - cross cutting improvements to our platforms, technology and communications that support our wider digital ambitions. This includes improving Account features, integrating internal systems, expanding functionality in the HMRC App and integrating AI.
2 x G7 Project Manager
Purpose: To lead and manage project workstreams and the broader project team on a day-to-day basis. These roles are critical in helping to:
Rapidly mobilise projects
Refine, optimise and embed project delivery
Essential -
Agile PPM qualification and experience of working with government/GMPP projects.
Proven track record of working in a complex fast paced project/programme environment delivering sustainable results in a dynamic setting.
Previous experience of engaging with civil servants to identify needs, break down business problems and offer viable solutions.
Ability to make active and visible leadership decisions, working with multiple stakeholders and delivery partners to deliver complex projects.
Ability to identify and articulate a clear scope of delivery from competing agendas and interests.
A strong history of stakeholder management with the ability to establish and develop productive relationships and influence / challenge when required.
4 x SO Senior Project Manager Roles PAYE Service
Purpose: To lead and manage project workstreams and the broader project team on a day-to-day basis. These roles support the rapid mobilisation of projects and the refinement, optimisation, and embedding of ways of working across the multifunctional team.
Key Responsibilities:
Drive and oversee the delivery of projects and features to ensure objectives are clearly defined and achieved within agreed time, cost, and quality
Develop, manage, and deliver projects and features from initiation to implementation
Plan and monitor the project, developing clear, integrated plans, timescales, and schedules for all key activities
Lead implementation and release activity, managing transition, roll-out, and ramp-up
Report on progress
Manage internal and external relationships
Oversee risk and issue management and resolution
These SO roles also cover the Expenses Service, with an increased focus on technical solutions, including:
Coordination between business stakeholders, developers, testers, infrastructure, support, and operations teams
Driving agile delivery methodology, including supporting sprint goals and planning
Managing release scheduling and associated governance
Supporting incident management arrangements and profiling
Maintaining and supporting alignment with IT/technical strategies
Essential
Agile PPM qualification and experience of working with government/GMPP projects.
Experience of working in a fast-paced Project environment
Excellent engagement skills and experience of working with a breadth of stakeholders, including senior stakeholders
Experience of project support activities including planning, completing timely reporting, secretariat skills, embedding governance, and risk management
Be comfortable with ambiguity and the ability to flex across a range of priorities to deliver quality outcomes in a fast-paced environment
Ability to facilitate project workshops and events.
