Job Description
- As a Project Support Officer (HEO), you will play a key role in enabling the successful delivery of projects and change initiatives across HMRC.
- Working with a high degree of autonomy, you will support Project Managers, Change Managers, and delivery teams by providing robust project and change support, governance, coordination, and assurance. You will be trusted to manage essential control activities, maintain accurate records, and ensure progress, risks, dependencies, and readiness are clearly tracked and reported.
- This role is well suited to someone with established project or change support experience who is confident managing multiple priorities, engaging a wide range of stakeholders, and contributing to the delivery of complex programmes.
- Project Delivery roles are assignment-based. When assignments conclude or priorities shift, you will be supported to transition into new assignments in line with business need, offering opportunities to broaden your experience across different projects and programmes.
Key Responsibilities
Core Project & Change Support. You will:
- Support project planning, scheduling, and coordination activities across one or more workstreams
- Maintain effective project controls, including risks, issues, dependencies, actions, and decision logs
- Produce accurate and timely reporting to support governance and decision-making
- Provide administrative, governance, and assurance support in line with agreed frameworks and standards
- Support financial tracking, monitoring expenditure, and maintaining accurate records
- Build and maintain effective working relationships with internal and external stakeholders
- Maintain version control and document management for Change Strategies
- Collate evidence from existing packs, transcripts, and governance outputs
- Track actions arising from change reviews and governance forums
- Prepare summary slides or annexes highlighting what’s changed, why, and what’s next
- Coordinate business readiness and change assessments (PCT and ADKAR), ensuring actions and evidence are tracked and followed up.
- Support project governance, including the setup and effective running of Business Readiness Working Groups.
- Maintain clear trackers and logs to monitor readiness status, risks, actions, and dependencies.
- Support communications, engagement, and training readiness activity aligned to key delivery milestones.
- Coordinate stakeholder and private beta engagement, ensuring the right SMEs are involved at the right time.
- Identify and flag readiness, engagement, or ownership gaps to reduce delivery risk.
Essential Criteria
- You will have experience of working in a project or programme environment and be confident providing organised, proactive, and reliable support to delivery teams.
- Evidence of supporting project planning, scheduling, and coordination activities
- Evidence of maintaining risks, issues, dependencies, and actions
- You will have experience of producing governance and management information
- Using Microsoft Office confidently, particularly Excel and PowerPoint
- Communicating clearly and confidently, including escalating issues where appropriate
- Managing competing priorities with strong organisational skills and attention to detail
- Building effective working relationships across a range of stakeholders
Desirable Criteria
- Familiarity with Change Management principles, methodologies and tools.
- Ideally will have experience with large scale organizational change efforts and an understanding of organizational change issues and challenges
- Change Management certification-e.g. Prosci Practitioner, APMG Change Management Foundation Certification
