HMRC Customs Change Delivery (CCD) is looking for Senior Business Analysts to support the delivery of Borders and Trade change across a varied portfolio of projects.
These are contract roles, with successful applicants deployed flexibly across Borders & Trade change initiatives, supporting everything from large-scale transformation to smaller, businessasusual change.
Roles can be based in HMRC regional centres.
About the role
Customs Change Delivery (CCD) is responsible for delivering change that underpins the UK’s customs regime. As a Senior Business Analyst, you will play a central role in defining, shaping and supporting change. You will work closely with policy, operational, digital and delivery colleagues to understand complex problems, analyse processes, and design solutions that meet business and user needs.
You will operate as a critical friend to delivery teams and stakeholdersensuring requirements are well understood, risks and impacts are assessed, and that the benefits of change are realised. This is a fastpaced, complex environment where strong analytical skills, stakeholder engagement and structured thinking are essential.

Skills required
Requirements Elicitation & Management
Demonstrable experience eliciting, documenting, analysing and managing complex business, user, functional and nonfunctional requirements across the project lifecycle.
Process Analysis & Modelling
Strong experience modelling complex “asis” and “tobe” processes, conducting gap analysis and identifying opportunities for improvement.
Problem Solving & Options Analysis
Proven ability to identify root causes, assess options, recommend solutions and support the delivery of change.
Stakeholder Engagement & Facilitation
Excellent communication skills, with experience influencing, challenging and building trusted relationships with stakeholders at all levels.
Impact & Risk Management
Experience identifying and managing risks, issues, dependencies and conducting impact analysis across people, processes and data.
Data Analysis & Insight
Strong analytical skills, able to interpret large, complex and sometimes incomplete data sets to inform decisionmaking.
Delivery in Complex Environments
Experience working on medium to largescale change programmes or projects, ideally within government or similarly complex organisations.
