HMRC's Fraud Investigation Service (FIS) is responsible for the department's civil and criminal investigations.
Covert Operations, Digital Exploitation (CODE) sits within FIS. Working across Law Enforcement and government. CODE provides investigative tools and covert techniques to front-line investigations and works with key partners to develop and provide access to new technology and systems to enable investigators to respond to serious and complex tax evasion and crime.
HMRC's Cybercrime & Forensic Services (C&FS) has a vital role to play in supporting His Majesty's Government's fight against serious and organised crime, supporting investigations totalling hundreds of millions of pounds each year. Our forensic services practitioners are a key part of the UK Law Enforcement community, working on a variety of cases, from corporate criminality to tobacco smuggling.
Cybercrime & Forensic Services (C&FS) provides critical support to FIS investigations nationally through the provision of important forensic services, supporting the preservation and analysis of digital evidence.
Job descriptionC&FS is establishing a high-performing eDiscovery function, and we are seeking dynamic Senior eDiscovery Practitioners to drive this exciting new capability. This is a rare opportunity to play a central role in building a service that will become the default digital review solution for HMRC FIS case teams, fully supported by our new eDiscovery team.
Sitting within Forensic Services as part of CODE under Fraud Investigation Services (FIS), this role is pivotal to delivering a high-quality, consistent and defensible digital evidence review service across HMRC's most complex and high-profile investigations.
As a Senior eDiscovery Practitioner, you will:
- Help to shape and deliver the digital forensic strategy for FIS investigations, ensuring our approach is defensible, compliant with CPIA 1996 and tailored to each case's objectives.
- Engage directly with investigation case teams, helping them define their digital evidence needs and guiding them towards the most effective and efficient review methodologies.
- Collaborate seamlessly with Forensic Services practitioners, ensuring data is processed, prepared and transitioned into the eDiscovery environment with continuity and precision.
- Oversee and project-manage digital reviews, working with case teams to ensure resources are used effectively and reviews remain on track.
- Manage and refine data within eDiscovery platforms, including tasks such as email threading, batching, and preparing material for assisted review workflows.
- Act as the bridge between digital forensics and case teams, understanding forensic capture and analysis to maintain a strong end-to-end evidence handling process.
- Identify and escalate additional forensic requirements where further analysis or device processing is needed to the forensics practitioners.
- Liaise with legal partners, including the CPS and HMRC Solicitor's Office, clearly explaining review approaches and ensuring confidence in the evidential methodology.
Person specification
- Collaborate effectively across operational case teams and Forensic Services, working within an established forensic and eDiscovery strategy to deliver high-quality digital evidence review outcomes for complex investigations.
- Take ownership of project-managing digital reviews for your allocated cases, ensuring that resources are aligned, progress is monitored, and all deadlines and investigative requirements are met.
- Engage confidently with a wide range of stakeholders including CPS, HMRC Legal, IT, Security and Investigation teams to support both criminal and civil investigations, clearly communicating progress and adapting to diverse operational needs.
- Ensure full compliance with legal and regulatory standards governing digital evidence, including data preservation, processing, review, and production, maintaining defensibility throughout the lifecycle of the case.
- Support the Digital Evidence Review Lead in developing internal policies, workflows, guidance, and documentation that will standardise and strengthen eDiscovery practices across the department.
- Act as a senior eDiscovery subject matter expert, providing advice, technical guidance, and strategic input for designated FIS cases, reporting directly to the Digital Evidence Review Lead.
- Knowledge and understanding of criminal justice procedures and how digital evidence supports investigative and prosecutorial processes.
- Experience working in or alongside public sector organisations or other regulated environments, where compliance, governance, and evidential standards are paramount.
Essential Criteria
- Experience working within an enterprise-level eDiscovery function, delivering high-quality digital evidence handling in complex or high-volume environments.
OR
- Demonstrable experience delivering complex digital reviews through legal proceedings as an investigator.
- Strong understanding of the Electronic Discovery Reference Model (EDRM), litigation support processes, and information governance
- Foundational knowledge of digital forensics, alongside an understanding of relevant legal and regulatory frameworks and data privacy legislation, including CPIA 1996 and GDPR
- Experience of using eDiscovery tools (e.g., Relativity, Nuix, FTK, etc.).
- Excellent teamwork, communication, and stakeholder-management skills, with the ability to influence, guide, and collaborate across technical and investigative functions.
- Significant experience handling large and complex datasets, interpreting them for evidential value, and facilitating digital material for use in criminal proceedings.
TrainingDepending on existing experience, you will be expected to undertake eDiscovery based and criminal justice skills training ranging from in-house training to external courses.
