About the Role

Summary: HMRC spends £800mn annually through Statement of Work under Supplier contracts, aiming to ensure every pound is well spent. The Commercial Directorate is leading a wider transformation across the organisation to ensure we can leverage commercial value through each and every SOW, achieving this by both leveraging transaction level commercial assurance and support, but also delivering a host of End to End (E2E) initiatives to leverage efficiencies and identify target areas for broader initiatives, including:

  • Leveraging technology and tooling
  • Improving and streamlining processes to deliver SoW efficiently from idea to implementation
  • Standardising documentation and workflows to deliver improved transactions and audit trails that capture quality and relevant information
  • Delivering management information
  • Implementing opportunities through AI, ensuring we build the strong foundations through data and processes to leverage and generate E2E value.
  • Delivering improved capabilities, clarity on roles and responsibilities, leveraging culture, communications and community to transform the way we deliver value E2E through these processes.

Delivering through the establishment of a Statement of Work Centre of Excellence, the People and Professional Services pre-award Category and Sourcing pillar, working closely with IT pre-award and Commercial Contract Management teams are spearheading this E2E transformation, working with colleagues from across the wider HMRC business areas to successfully deliver savings and efficiencies through this transformation through on the shoulder commercial specialist support, assurance, and as per this role, the underpinning foundations through data, processes, MI, technology and tooling to accelerate our delivery of high quality outcomes and progress across the transformation agenda.

Job Description

Purpose: To lead the design, development and integration of SOW commercial and E2E systems, process and workflows, data platforms, and performance analytics to drive strategic insight, operational efficiency, and informed decision-making.

Role Overview: Leveraging existing systems and industry best practice the Job Holder will simplify, modernise and ensure processes, workflows and data deliver value add with an expectation to implement key foundations for AI strategies. This will include collaborating with E2E colleagues on the design of standardised processes, automated workflows, standardised documentation for capturing key data points through the process, ensuring dependencies and data needs from diverse stakeholders can be captured and reported in a meaningful way to improve overall SOW outcomes. The Job Holder will therefore be responsible for developing information and process tools underpinned by high-quality, accessible, and reusable data sources. Supporting the SoW E2E vision:

  1. Simplify: Have processes that are easy to navigate for stakeholders and colleagues re-using existing tools and supplementing those to streamline and make workflows more efficient E2E with the right data capture without duplication.

  2. Modernise: Digitised end-to-end SOW commercial journey using and producing high quality data.

  3. Value Add: Business partnering providing valuable insights and commercial strategies to support HMRC goals using external market intelligence, strong supplier partnering and innovation through AI.

Key Responsibilities:

Leadership:

  • Lead collaboration across existing tech and data teams, enhancing technical, data, and reporting skills.
  • Foster innovation by networking with HMRC, other Government Departments, and key suppliers.
  • Promote cross-functional collaboration, communicating effectively with the CDIO, business groups and commercial to set vision and demonstrate delivered progress on SOW CoE priorities.
  • Share best practices and drive tech and data innovation with stakeholders within HMRC and external groups.
  • Oversee commercial systems and reporting for accurate data and quality outputs.
  • Align technology and process activities within the Commercial Directorate and E2E, navigating any barriers or challenges to ensure SoW data, processes, systems and MI support acceleration of our objectives.

Technology and Data:

  • Create and maintain accessible, reusable data sources.
  • Provide dynamic reporting and analytics via automation and self-service tools.
  • Ensure cost-effective, transparent procurement of tech and data services, developing business cases where needed.
  • Enhance the commercial data lake and use of Power Platform tools to improve efficiency.
  • Implement AI solutions to keep the SOW E2E process agile.
  • Develop tools to boost efficiency and effectiveness.
  • Integrate tech and process activities across the Commercial Directorate.

Performance, Analytics and Insight:

  • Collaborate with technology and data services, including SAP Ariba and third-party procurement systems to deliver improved insights.
  • Utilise Microsoft Power Platform tools (Power BI, Power Apps) for reporting and automation.
  • Maintain and enhance data platforms in collaboration with CD Commercial Business ops like data lakes and enterprise data warehouses.
  • Ensure accurate reporting and analytics through self-service tools and by productionising monthly and quarterly reporting on SoW E2E delivery.
  • Implement innovative tech solutions, including AI.
  • Develop and enhance a SoW Business Intelligence Framework to turn data into strategic insights.
  • Improve performance measurement and reporting to inform better business outcomes across Commercial Directorate.

Data governance and compliance

  • Ensure data integrity, security, and GDPR and WCAG compliance where appropriate within data produced and managed in line with Commercial Directorate policies and processes set by Commercial Business Ops.
  • Ensure data privacy initiatives comply with GDPR and other laws.


Essential Criteria

  • Experience leading multidisciplinary collaboration to deliver technology, data, or analytics.
  • Strong skills in stakeholder engagement and collaboration across departments and external partners.
  • Ability to drive innovation and share best practices in complex organisations, including government or public sector bodies.
  • Proficient in Microsoft Power Platform tools (Power BI, Power Automate and Power Apps) to deliver process automation, workflows, data modelling, and transformation.
  • Excel and Power Query expertise.
  • Experience of working to maintain and enhance data within platforms like data lakes or enterprise data.
  • Ability to productionise dashboards and reporting for effective business partnering.
  • Ability to implement innovative technology solutions, including AI, to improve organisational agility.
  • Background in business intelligence, performance reporting, and analytics.
  • Experience in creating automated, self-service reporting tools.
  • Ability to translate complex data into strategic insights for senior decision-making.
  • Knowledge of data governance, GDPR, and privacy standards.
  • Ensuring compliance with accessibility standards like WCAG.
  • Ability to deliver at pace and project planning to deliver workstreams, co-ordinate action across diverse stakeholders and report on barriers/risks to delivery whilst identifying solutions/opportunities to navigate these individually or in collaboration with others.

Desirable Criteria
