Shape the future of fraud prevention at HMRC

We’re looking for a forwardthinking Head of Technical Strategy to shape the future of fraud prevention at HMRC. You will lead the Fraud Prevention Centre’s technical roadmap, ensuring we stay ahead of emerging threats and have the capabilities to respond quickly and effectively. Working with senior leaders across HMRC, government, law enforcement and industry, you will bring cuttingedge research and best practice into our approach to identity, access management and fraud prevention. Partnering closely with FPC Engineering, you will turn strategy into delivery, aligning with HMRC’s digital transformation and intelligencedriven operations. Your work will ensure FPC has the right tools and interventions to deter and disrupt abuse of HMRC services, while influencing national standards and strengthening crossgovernment collaboration.

As Head of Technical Strategy, you will:

  • Define and own the technical vision and roadmap for the Fraud Prevention Centre, aligned to FPC and wider HMRC strategic goals.
  • Anticipate future technology needs to keep FPC ahead of evolving fraud and cyber threats while ensuring secure, compliant, and efficient operations.
  • Lead longterm planning for platforms, tools, data, and analytics, including Customer IAM, fraud detection, and threat intelligence capabilities.
  • Evaluate emerging technologies and recommend adoption strategies informed by FPC threat intelligence and external partnerships.
  • Work with senior stakeholders, engineering, and operational teams to translate strategy into delivery plans and enhance performance through automation and AI.
  • Represent FPC across government and industry forums, ensuring approaches reflect leading research, standards, and international best practice.

    Essential Criteria
  • Senior experience providing technical, cybersecurity, or counterfraud guidance within a large organisation (finance, retail, or government).
  • Proven track record developing and implementing technical strategy in cyber security, fraud prevention, or lawenforcement contexts.
  • Strong knowledge of IAM standards, fraud detection technologies, analytics platforms, and cyber security/defence tooling.
  • Ability to turn strategic vision into actionable plans and influence senior stakeholders across organisational boundaries.
  • Knowledge of key international security and identity frameworks (e.g., NIST 80063/53, UK DIATF, NCSC CAF).
  • Strong leadership, communication, analytical, and decisionmaking skills, supported by relevant qualifications or certifications.
