Question

I have been very efficient working with the overground railways, but on zero contract through an agency. I am looking to transferring these qualities to HMRC on a permanent full time contract basis. You will find me very resourceful if you give me a chance.

HMRC offers lots of roles that do not require formal knowledge of tax and you will have full training provided. Take a look at our Careers Site to discover more. 
Many people join HMRC from completely different professions, so you certainly wouldn't be alone. I'd encourage you to look at the skills and behaviours required for the roles rather than focusing on job titles. You may be surprised at how much of your experience already aligns.
