I am a semi retired accountant in private practice. I would be interested if there was a role on a freelance basis paid on a commission basis based on the value of tax collected.

All HMRC staff are contractual employees and the vast majority are established civil servants. There are strict rules about recruitment in the Civil Service which prevent 'freelance' engagements.
Any fixed time contract roles would be advertised on Civil Service Jobs like all others. However, HMRC do not offer commission based roles based on tax collected.
Most of the contract roles are for specific skills that HMRC requires for a short-time period that we do not already have or require additional for a project. On the other hand, this is not likely to be in the accountancy profession as HMRC has a cohort of permanently employed accountants.
If that is the skill set you are looking to use, you would need to join permanently due to the sensitive nature of the information HMRC works with and not continue providing advise to clients in private practice.
