Skilled worker sponsorship request details for G7 Lawyer role

I was recently offered a G7 Lawyer role at HMRC and was told that Skilled Worker sponsorship could be considered. My request progressed through the vacancy holder, HR and was ultimately with the HR Director for a decision. I have now been told that HMRC cannot sponsor me because the role does not meet the “hard-to-fill” criteria. This has come as a surprise, particularly as I understand that people in similar roles have previously been sponsored. I completely appreciate that sponsorship is discretionary, but I would be grateful for any advice on whether I can request the decision to be reconsidered or whether there is anything I can provide to strengthen the business case.
