why was my application rejected?

My Application was rejected on the basis due to "capacity restrictions" and indicated the role role was Only available at Liverpool, Newcastle- upon -Tyne and Stratford. But I had applied at Stratford and so I dont understand the reason? Is this just an excuse?

The noreply@cshr.tal.net email that i received had at the end of the message "HM Revenue and Customs recruitment team".
No email address or statement to indicate where to contact

You can find contact details at the bottom of the job advert, in the "Contact point for applicants" sections. You can access the advert details through your Civil Service Jobs account, in the "Applications" tab by finding the role you've applied for and clicking "Review latest update" button.
