Agile Delivery Manager

Competitive Day Rate

Any HMRC Regional Centre

Contract until 31st March 2027

Number required: 2

Programme: Path

Role purpose

Path is a complex transformation requiring multiple teams, disciplines and partners to work together effectively to deliver meaningful outcomes.

We are looking for two experienced Agile Delivery Managers to provide hands-on delivery leadership across Path. They will create the conditions for multidisciplinary teams to deliver effectively, establish clear and proportionate ways of working, improve the flow of work, manage dependencies and blockers, and provide transparency of delivery progress.

The roles will focus on enabling delivery rather than simply administering agile ceremonies. They will work closely with product, change, technical, commercial and other delivery colleagues to turn priorities into achievable delivery plans and maintain focus on outcomes and value.

This reflects the wider Path approach to flexible multidisciplinary delivery, combining strategic leadership with hands-on delivery capability.

Person Specification

The Agile Delivery Managers will:

Lead and facilitate effective agile delivery across multidisciplinary Path teams.

Establish an appropriate delivery rhythm, including planning, reviews, retrospectives and other ceremonies where they add value.

Help teams organise and manage work through clear, prioritised backlogs, whilst respecting the respective accountabilities of product and delivery roles.

Improve the flow of work by identifying bottlenecks, blockers and constraints and actively driving their resolution.

Identify and manage dependencies between Path teams, suppliers and wider organisational activity.

Translate priorities and roadmaps into realistic delivery plans, milestones and forecasts.

Provide clear visibility of progress, risks, issues and dependencies so that decisions can be taken quickly.

Use delivery data and evidence to understand performance, forecast delivery and drive continuous improvement.

Embed proportionate governance and assurance into normal delivery activity rather than creating additional process.

Help teams work effectively across organisational and supplier boundaries.

Create a culture of continuous improvement, regularly reviewing ways of working and helping teams adapt where something is not working.

Support teams to deliver iteratively, learn early and respond to changing priorities.

Coach and support colleagues in effective agile delivery practices, building capability within Path.

Maintain focus on outcomes, benefits and value rather than activity alone.

This is consistent with existing internal expectations that Agile Delivery Managers are responsible for effective agile ways of working, flow and blocker resolution, rather than owning the creation of the product backlog.

Key outcomes

Successful candidates will help Path achieve:

Predictable and transparent delivery.

Improved flow of work and reduced delivery bottlenecks.

Earlier identification and resolution of blockers and dependencies.

Clear delivery plans linked to Path priorities and outcomes.

Better coordination across multidisciplinary teams.

Effective management and escalation of delivery risks and dependencies.

Agile governance that provides assurance without unnecessarily slowing delivery.

Better use of delivery data to support forecasting and decision-making.

Increased agile delivery capability within Path teams.

This builds on your previous Agile Delivery Manager requirement, which emphasised incremental value, improved cycle time and throughput, dependency management, governance within agile cadences and stakeholder confidence in delivery.

Candidates should be able to demonstrate that they can:

Deliver through complexity

Bring structure and momentum to complex environments without introducing unnecessary bureaucracy.

Create flow

Understand where work is slowing down and actively remove the causes rather than only reporting them.

Lead through influence

Bring together people from different teams, professions and organisations without relying on formal authority.

Make delivery visible

Give teams and senior leaders an honest, evidence-based picture of progress, risks and confidence.

Adapt the approach

Use the right delivery practices for the circumstances rather than applying a framework mechanically.

Focus on outcomes

Keep teams focused on the value and outcomes being delivered rather than completion of activities.

Build capability

Coach teams and individuals so that effective agile ways of working become embedded rather than dependent on the Agile Delivery Manager.

Essential criteria

Candidates should demonstrate:

Strong experience operating as an Agile Delivery Manager in a large, complex organisation.

Experience leading multidisciplinary teams through complex delivery.

Strong practical understanding of agile and lean delivery approaches, including Scrum and Kanban.

Experience managing complex dependencies, risks, issues and blockers across multiple teams.

Experience translating strategic priorities or roadmaps into achievable delivery plans.

Strong facilitation skills and the ability to create effective team ways of working.

Experience using quantitative and qualitative delivery information to forecast, identify problems and support decisions.

Ability to work effectively with product, technical, change, commercial and business stakeholders.

Experience operating in environments with multiple delivery partners or suppliers.

Strong stakeholder management skills, including the ability to constructively challenge and influence senior stakeholders.

Demonstrable experience improving delivery rather than simply operating an existing process.

Prior internal recruitment material similarly describes Agile Delivery Managers as guiding multidisciplinary delivery teams, establishing stakeholder relationships, developing delivery strategies, improving flow and turning roadmaps into delivery plans supported by forecasts and milestones.

Desirable experience

Experience working on large-scale digital or organisational transformation.

Experience delivering across product or platform environments.

Experience working within complex governance and assurance environments.

Experience of scaled or multi-team agile delivery.

Experience working with third-party suppliers.

Experience introducing or improving delivery metrics, dashboards and reporting.

Experience coaching teams or leaders in agile delivery practices.
