The Strategic Performance Deputy Director is accountable for ensuring that strategic objectives, business-as-usual (BAU) activities, and other Estates initiatives are aligned, sequenced, and delivered to the highest quality standards, resolving interdependencies and conflicts to enable seamless execution.Key Responsibilities Include:

Strategic Delivery Leadership: Lead the Directorate's strategic planning functions, ensuring all transformation and planning activities are sequenced and executed within scope, budget, and on schedule, proactively driving the delivery of the Director's vision.

Programme Management & Assurance: Own and manage the Estates master plan, driving the identification of emerging opportunities and leading assurance for all strategy and planning activities to embed necessary cultural change.

Stakeholder & Change Management: Lead engagement across multiple change and strategic initiatives, leveraging strong functional relationships across the stakeholder population (including CPO SLT and supplier-led groups) to drive proactive resolution of cross-cutting issues.

Financial & Planning Coordination: Lead the coordination of the Directorate's Spending Review planning and submission. Lead engagement across the change environment to ensure accurate, timely funding is targeted, and strategic change is prioritised effectively.

Functional Standards & Data Improvement: Lead the development of the functional standards strategy, ensuring alignment with OGP, HMRC, and Industry ambitions. Drive the improvement and utilisation of delivery data to enable data-driven improvements.

Corporate Leadership: Actively participate as a member of the Senior Leadership Team (SLT) and the Property Profession, demonstrating exemplar behaviours.

Incident Response: Share responsibilities for Incident Response (silver command) on a rota basis, including out-of-hours and weekend availability, playing a crucial role in Estates Business Continuity Planning (BCP).
Person specificationThe successful applicant will need to demonstrate relevant experience and effective delivery of the following essential criteria:
- Extensive experience in property, estates, or facilities management within a complex delivery environment with a proven track record of senior leadership experience in strategic planning and performance management.
- Understanding of digital transformation and modern workplace strategies within large-scale organisational change contexts
- Demonstrated expertise in change management and transformation programmes, with evidence of successfully leading multi-stakeholder initiatives
- Proven analytical and data interpretation skills with demonstrable ability to drive performance improvements through evidence-based decision making
- Must hold a qualification in a property discipline and/or professional accreditation of a relevant property body (e.g. MRICS, MCIOB, or equivalent), or equivalent and demonstrate suitable level of experience and willingness to obtain accreditation upon appointment, which HMRC will support
