The Design Development Consultant (DDC) plays a pivotal role in shaping high quality learning that builds capability across HMRC. As a specialist within Curriculum, Design & Content in the Tax, Customs and Compliance Academy (TCCA), the DDC provides expert consultancy to ensure new and existing learning solutions are modern, effective and aligned to strategic needs.

DDCs use their deep understanding of contemporary learning design principles, emerging technologies, and innovative practice to translate often complex business and capability requirements into clear, actionable design approaches. They enable Learning Designers and wider design teams to produce engaging, inclusive and long term solutions that meet customer needs and reflect HMRC's modern learning standards.

Working in close partnership with Portfolio Managers, Design Development Managers, Learning Designers and key business stakeholders, DDCs guide the analysis and scoping of learning requirements, support design decision making and help resolve complex problems. They play a critical role in building design capability across the Academy, supporting quality assurance, and championing continuous improvement in learning approaches.

Some DDCs will hold line management responsibility, with workloads adjusted accordingly. Non management DDCs will focus more heavily on project specific consultancy but may be required to take on people leadership responsibilities where needed.

As HMRC transitions to the new Curriculum, Design & Content structure, the DDC role is ideally suited to individuals who can innovate, navigate ambiguity, and identify opportunities in change. Job description

Providing a consultative service, using your knowledge and expertise of modern adult learning theories to conduct Learning Needs Analyses (LNA) and/or Performance Needs Analysis (PNA) to guide stakeholders and recommend the appropriate learning media, approach and solutions.

Applying your understanding of modern design principles to create engaging learning solutions that meet detailed and sometimes complex learning requests.

Championing the use of our approved styles and standards and working collaboratively as part of the quality review process to ensure our learning products achieve consistently high quality outcomes.

Establishing and developing collaborative relationships with important and influential stakeholders communicating clearly and regularly with them using a variety of methods.

Work closely with PMs, DDMs, DDCs and DD's across CDC and beyond, driving forward change.

Leading, supporting, and coaching the team of designers, providing quality assurance and feedback, sharing recommendations to increase team capability.

Provide effective and informative feedback on the team's performance and capability so managers can support the development of identified goals and objectives against gaps.

As line managers, set stretching goals and objectives for your team to provide a continuous learning environment through coaching to increase expertise. Review during Performance and Development Conversations (PDC) and use PDCs to agree and monitor personal development plans.

As line managers, actively manage performance, capability and attendance and relevant HR issues including a focus on wellbeing.

Proactively manage own performance and progress personal development in partnership with your manager including developing your own L&D capability - sharing knowledge, skills, and best practice to support the development of others.

Identify, encourage, and recognise success and achievements.

Be visible and accessible, actively leading change and being an advocate for communicating direction for CDC, TCCA and across HMRC.

Person specification

Proven experience of providing a learning design consultancy service, using modern adult learning theories to conduct Learning Needs Analysis (LNA) and/or Performance Needs Analysis (PNA) and recommend appropriate learning solutions.

Strong understanding of modern learning design principles, with experience shaping engaging, inclusive learning solutions and working to agreed design styles, standards and quality frameworks.

Experience of working collaboratively within quality review processes to ensure learning products meet consistently high standards.

Demonstrable ability to build and maintain effective stakeholder relationships, communicating clearly and confidently with a range of audiences, including senior stakeholders.

Experience of working collaboratively with multidisciplinary teams (e.g. PMs, DDMs, DDCs, Designers and Directors) to deliver learning solutions and support change.

Experience of leading, coaching or supporting learning professionals, providing constructive feedback and quality assurance to build capability.

Ability to identify capability gaps and share insights and recommendations to support continuous improvement at individual and team level.

Experience of managing own performance and actively developing professional L&D capability, sharing best practice to support others.

Evidence of contributing positively to organisational culture, recognising success, supporting wellbeing and acting as an advocate for change and continuous improvement.

Essential Criteria
  • Proven knowledge of learning design.
  • Ability to translate complex business needs aligning with learning theories.
  • Experience conducting LNAs/PNAs.
  • Experience of developing relationships with a range of internal and external stakeholders through a variety of communication channels.
  • Coaching and development experience.
  • Ability to effectively prioritise and change focus to respond to emerging priorities while demonstrating effective decision making daily.
  • Digitally confident with a clear understanding of how digital technology shapes our future, with the ability to embed the key concepts of modern learning.
  • Proficiency in IT and design systems, tools and software, including the Microsoft Office 365 suite (Excel, Word, PowerPoint, Outlook, Teams, Planner and SharePoint), with the ability to quickly adapt to new technologies and digital tools.
Desirable Criteria
  • Continuous improvement experience.
  • Experience developing design standards.
  • Qualifications in learning design or coaching.
