In this role, you will be working on high value projects, programmes, and business as usual activities within CDIO Group.

You will be responsible for leading the economic analysis for CDIO business cases. This involves using HM Treasury's Green Book as the basis for techniques, including cost/benefit analysis, for the economic dimension to business cases. Primarily the focus will be on delivering analysis for IT procurements or frameworks and ensuring the analysis influences and shapes strategic policy choices and final recommendations.

You will be delivering high-quality analysis to the standards set out in the Green, Aqua and Magenta books. You will be supervising analysis informed by economic models, assuring all parts of the process.

You will be working alongside project teams to identify appropriate benefits of proposed programmes and projects including oversight of the production of logic models and process of approvals. This will also mean providing expert insight into appropriate qualitative and quantitative benefits to be used as part of the options appraisal to determine the best value for money.

You will be overseeing and leading the planning, development, drafting, and production of Business Cases based on HM Treasury Green Book, Managing Public Money and Five Case Model guidance and demonstrating an understanding of the drivers of change, the strategic, commercial and operational elements of a project and the ability to convey this to senior stakeholders.

Essential Criteria
  • To either be a badged member of the Government Economic Service (GES) or must be willing to apply for membership of the Government Economic Service should you be successful.
  • Knowledge of HM Treasury 'Green Book', 'Managing Public Money' and 'Five Case Model' guidance.
  • Ability to support the delivery of a rounded business case, demonstrating depth of knowledge across the following areas: strategy, finance and economics.
  • Experience of working on a complex programme with critical milestones.
  • Experience of working with and managing a diverse range of stakeholders within a highly governed organisation.
  • Excellent communication, written and negotiation skills.
  • Ability to work on own initiative with limited supervision.
  • Ability to work with ambiguity within a pressurised environment to meet deadlines.

    Interview

    During the panel interview, your experience will be assessed and you will be asked Behaviour-based questions on Seeing the Big Picture, Communicating and Influencing and Delivering at Pace; to explore in detail what you are capable of.

    The panel will also ask a Technical question to assess your skills - Tell us about an analytical project you are proud of?

    This will consist of a 5 minute presentation by the candidate, which will be followed by a 15 minute question and answer session on the presentation and wider technical economic questions. This will form part of the Government Economic Service badging exercise.

    Interviews will take place virtually via video link.

    Hybrid working at HMRC
