This role is central to the Estates Workplace Operation team, with responsibility for maintaining resilience and safety across government estates. The Government Hubs Incident Control and Business Continuity Lead ensure sites are prepared to respond immediately and effectively to incidents, and that business continuity plans are embedded across the region.
Job descriptionCollaborate with Estates colleagues to ensure fire safety plans and emergency procedures for Erskine House and Carne House within the Belfast region meet all departmental and legal requirements.
- Effectively assess, in light of information received, to determine and communicate evacuation routes before and during incidents, directing the Incident Management Team to support the safe evacuation of staff and visitors.
- Act as the lead during emergency situations, making critical decisions and ensuring instructions are followed to safeguard building occupants.
- Lead co-ordination with Emergency Services, collating and providing pertinent real-time incident information to support effective decision making.
- Lead the development and ongoing support of the Incident Management Team, including Incident Marshals (IMs) and Deputy ICOs.
- Create and deliver Incident Management Training packages, tailored to Regional Centre operational arrangements, for Incident Marshals (IMs) and Deputy ICOs.
- Lead on and resource Counter-Terrorism activities in line with departmental standards, working collaboratively with the Building Manager, Regional Security Manager and Head of Counter Terrorism.
- Provide assurance that all Lines of Business have robust Business Continuity Plans (BCP) in place, assisting in their development as necessary, including the creation and development of the Estates Building Business Continuity Plan.
- Lead and co-ordinate local Business Continuity/Resilience and Counter Terrorism exercises.
- Work with the Building Manager and Health & Safety Officer to prepare and maintain fire safety and emergency procedures.
- Work with HMRC Estates colleagues to gain the assurances required; that any Fire Risk Assessments action points are completed by the appropriate owners of those tasks.
- Provide oversight, review, and authorisation of Personal Emergency Evacuation Plans (PEEPs) for staff and visitors, ensuring plans are robust and viable, integrating them into site evacuation procedures, while providing expert advice and guidance to support effective implementation.
- Resolve issues related to emergency procedures, such as staffing for Incident Marshal roles or implementation of risk assessment recommendations.
- Serve as a key contact with business area managers, occupiers, and external stakeholders involved in emergency procedures.
- Lead and co-ordinate biannual evacuation drills, developing control measures to ensure effective evacuation arrangements.
- Report the status of emergency incidents to the Business Continuity Command and Control Team and provide timely updates as required.
- Participate as a member of the Regional Health and Safety Committee.
- Provide guidance to all Other Government Departments within the building on Incident Management and Business Continuity/Resilience matters.
- Monitor safe occupancy levels in collaboration with the Head of Estate.
- Work alongside the Regional Security Manager to assure senior management that staff and assets are adequately protected against terrorist threats and are trained to respond effectively to emergencies.
- Foster effective working relationships across Estates teams to deliver high-quality service and customer satisfaction.
- Liaise with near neighbours and relevant external stakeholders to create a safe environment within your local community.
- Administration of available technical and communications services, such as Gov-Notify.

- Demonstrable experience of working in an operational, resilience, security, emergency planning, incident, management, or business continuity environment.
- Experience of supporting or managing incident response, business continuity, resilience or operational risk activities within a complex organisation.
- Sound knowledge of business continuity, resilience and incident management principles, with the ability to develop, implement, test, and maintain continuity and response plans.
- Strong organisational coordination and communication skills, with the ability to manage multiple priorities and respond effectively to emerging incidents and operational disruptions.
- Proven ability to remain calm under pressure, make informed decisions and coordinate appropriate actions during incidents or emergency situations.
