This is an exciting opportunity to join HMRC’s Insider Risk Mitigation Team (IRMT) driving continuous improvement, to ensure HMRC strive to change the culture of personnel security across the department. Driving continuous improvements to personnel security, reduces the risk of 'insiders' exploiting their legitimate access to HMRC's assets for unauthorised purposes.

Role Description

  • Deliver technical solutions using Microsoft Power Platform (Power Apps, Power Automate, Power BI, and related tools) to meet business needs, ensuring accessibility, usability and maintainability.
  • Design and build secure, scalable applications, dashboards and reports, applying best practice in data modelling, integration and governance.
  • Collaborate with stakeholders to understand requirements and translate them into effective technical solutions.
  • Support capability development by sharing knowledge and providing guidance to colleagues and power users.
  • Apply good practice standards for security, performance, testing, documentation, version control and lifecycle management.
  • Work with stakeholders to align solutions with organisational strategies and objectives.
  • Stay informed on Microsoft roadmap developments and emerging technologies to ensure solutions remain current and fit for purpose.

Essential Criteria

  • Holds current and valid National Security Vetting at SC-level (minimum).
  • Power Platform Delivery: Proven experience designing and delivering accessible, usable, and maintainable solutions using Power Apps, Power Automate, Power BI (incl. modeldriven/canvas apps, flows, dashboards, paginated/interactive reports).
  • Data Modelling and Engineering: Strong capability in data modelling, DAX, Power Query/M, and data integration patterns; able to design performant semantic models and transform/shape data from multiple sources (e.g., Dataverse, SQL Server, SharePoint, Excel, APIs).
  • Security, Governance and ALM: Applied knowledge of security, compliance, and governance on Power Platform (environments, DLP policies, connectors), with good practice in performance, testing, documentation, version control, and application lifecycle management.
  • Scalability and Quality by Design: Ability to design secure, scalable applications and reports that follow best practice for maintainability, reusability, and operability, including monitoring/telemetry and errorhandling patterns.
  • Requirements to Solutions: Skilled at collaborating with stakeholders to elicit requirements and translate user needs into practical, sustainable technical solutions, aligned to organisational strategy and objectives.
  • Stakeholder Engagement and Adoption: Experience engaging stakeholders of all grades, leading/participating in workshops, managing expectations, and supporting adoption of digital tools and Power Platform solutions.
  • Communication and Drafting: Excellent written and verbal communication, with strong drafting skills to produce clear data reports and organisational learning outputs tailored to technical and nontechnical audiences.
  • Knowledge Sharing and Capability Building: Track record of supporting capability development mentoring colleagues/power users, sharing patterns and standards, and contributing to a community of practice.
  • Analytical and ProblemSolving: Strong analytical skills to identify patterns/insights and apply structured problemsolving including assessing controls or risks in the solution context (e.g., insiderriskrelated controls where relevant).
  • Organisation, Ownership and Delivery: Demonstrated ability to own delivery, manage competing priorities across a programme of work, and consistently follow tasks through to completion with minimal supervision.
  • Proficient IT and O365 Skills: Proficient in Microsoft 365/O365 (Teams, SharePoint, OneDrive, Excel, etc.) to support collaboration, development workflows, and reporting.
