Role Type: Technical Specialist ServiceNow Development
Location: CDIO locations (e.g., Birmingham, Manchester, London, Telford)


Role Purpose

The ServiceNow Developer will design, build, and maintain highquality ServiceNow functionality to support CDIO Security operations. The role focuses on creating forms, developing workflow logic, and implementing automated test coverage to ensure reliability, efficiency, and compliance across HMRC Security processes.


Key Responsibilities

ServiceNow Development

  • Design and build custom ServiceNow forms, including data models, UI policies, client scripts, and integration points.
  • Develop workflow logic using Flow Designer, Workflow Editor, business rules, Script Includes, and API interactions.
  • Implement Service Catalogue items, request fulfilment flows, and security-related modules.
  • Ensure all configuration and code comply with CDIO engineering and HMRC Security standards.

Automation & Quality Engineering

  • Write automated test scripts using ATF (Automated Test Framework) or equivalent tooling.
  • Maintain automated regression packs to support controlled and repeatable deployments.
  • Support quality assurance by reviewing test results, debugging defects, and improving test coverage.

Solution Architecture & Documentation

  • Produce and maintain technical documentation, including design specs, test scripts, and configuration guides.
  • Ensure delivered functionality aligns with wider HMRC Security architectural patterns and data governance expectations.

Collaboration & Stakeholder Engagement

  • Work closely with CDIO Security, Product Owners, Delivery Managers, and external suppliers.
  • Provide developer input into refinement sessions, sprint planning, and technical feasibility assessments.
  • Support incident resolution and continuous improvement activities.

Essential Skills & Experience

  • Proven handson experience as a ServiceNow Developer, preferably in large-scale or secure environments.
  • Strong capability in JavaScript, ServiceNow APIs, Flow Designer, business rules, client/server-side scripting.
  • Experience designing forms, tables, UI pages, and configuration items.
  • Demonstrable experience developing workflow automation and process orchestration.
  • Ability to build automated test scripts using ServiceNow ATF.
  • Good understanding of Agile delivery practices and CI/CD principles.

Desirable Skills

  • Experience delivering ServiceNow solutions within government or regulated environments.
  • Knowledge of CDIO/HMRC Security processes, SRS/roles-based access patterns, or integration with HMRC estates.
  • Experience with automated testing frameworks outside ATF (e.g., Selenium, Jest).
  • Understanding of API integrations (REST/SOAP) and MID Server configuration.
