Person specificationAs a User Researcher, your responsibilities include:
- Lead planning, recruitment, and delivery of user research for service teams, including presenting findings to stakeholders and digital teams.
- Understand service problems and align research activities to influence and support decision-making.
- Apply a range of techniques to analyse and synthesise insights, producing actionable research outputs.
- Advocate for inclusive research, ensuring all user groups are represented to help design accessible services.
- Engage with the user research community, contributing to its development.
- Manage and mentor Junior User Researchers.
- Participate in HMRC's cross-government research and conferences.
Essential Criteria: Candidates must be able to demonstrate
all of the following through their CV and personal statement:

Proven professional experience delivering end-to-end user research within multidisciplinary digital or service teams, from research planning through to analysis, insight generation and influencing decisions on live products or services.
-
Practical expertise in selecting, designing and conducting appropriate user research methods (for example usability testing, in-depth interviews, contextual research, surveys or remote research), with clear rationale for methodological choices based on research objectives and constraints.
-
Strong analytical and synthesis skills, evidenced by the ability to turn complex qualitative and/or quantitative data into clear findings, themes and actionable recommendations that directly inform design, policy or delivery decisions.

Experience conducting inclusive and accessible research, including recruiting and engaging participants with diverse needs, accessibility requirements or barriers to participation, and adapting research approaches accordingly.

Demonstrable experience of influencing stakeholders and delivery teams using research insights, including presenting findings, challenging assumptions, and advocating for user-centred outcomes in agile environments.

Relevant professional background in user research or a closely related discipline, demonstrated through substantial hands-on experience in a user research role and/or a relevant degree or equivalent professional training (for example psychology, human-computer interaction, human factors, service design).

Selection process detailsHow to Apply As part of the application process, you will be asked to provide the following:
- A name-blind CV including your job history qualifications and key achievements reflecting the key responsibilities of the role.
- A 750-word Personal Statement - Your Personal Statement should be used to describe how your skills and experience reflect the essential criteria of the role, providing specific examples from your career.
Sift At sift, your CV and Personal Statement will be assessed, with the successful candidates being invited to interview.
In the event of a high number of applications, we my carry out a pre-sift based on your CV only. Those who pass pre-sift will have their full application assessed.
We may also raise the score required at any stage of the process if we receive a high number of applications.
Please note: applications that do not clearly evidence relevant, hands-
on user research experience, as reflected in the essential criteria, at the required level will not be shortlisted. Interview The interview will be 1 hour and will be held by a 3-person panel. During the panel interview, you will be assessed against your Experience & Technical Skills outlined below. You will be asked one question per each behaviour, when answering you will be required to provide a specific instance from your careers which demonstrates the behaviour in question.
- Stakeholder relationship management
We will ask you to complete a short user research exercise before the interview. Details will be provided 2 working days before the interview if you are successful to this stage.
You will be advised to apply the STAR (Situation, Task, Action, Result) technique when delivering examples. You would be encouraged to prepare demonstratable examples of your experience ahead of the interview to ensure meaningfulness and completeness.
Interviews will take place via video link. Sift and interview dates to be confirmed.
