The Cybercrime Team utilise a range of technical capabilities, Intelligence tools and investigative work to detect, mitigate and investigate the most significant attacks against HMRC's online services, our customers, and our data.
Consisting of 3 strands working together to reduce cyber enabled harm to UK citizens, businesses and HMRC from organised criminal networks using technology to fraudulently access customers devices and online accounts.
Strategy and Business Management This key area underpins and brings together the vision, purpose, and insights of the Cybercrime team. It ensures the ambition, strategic direction and priorities for the teams Strategy are set and actioned against HMRC's Strategy, the Risk Treatment Plan and Tactical priorities.
Business Management fulfils a variety of roles and functions in support of the Senior Leadership Team and wider team, including, inbox/diary management, recruitment, change management, knowledge management, including training and corporate assurance.
Technical Investigation The Technical Investigators use their specialist skills in Digital Forensics, online log data analysis, malware analysis and knowledge of cyberspace and cybercriminals' tactics working alongside investigators to identify and develop investigations from inception to producing technical evidence for court. They use this insight to enhance HMRCs capability to defend and investigate cybercrime attacks.
Intelligence, Investigation & Operational Engagement This area of the team utilises a range of covert and sensitive intelligence, investigation capabilities and partnerships to detect cybercrime attacks and identify online criminal actors posing a threat to HMRC online services, our data and customers.
They conduct criminal investigations where appropriate and act as HMRC's link into the Cybercrime Law Enforcement and Intelligence communities in the UK and with our key international partners.
This is underpinned by specialist Cybercrime intelligence coordination unit and Dedicated Disclosure Teams.
Person specification You will employ your skills and experience in strategy and knowledge management to structure how we create, share, use and manage our data and knowledge to maximise our productivity and effectiveness. As an expanding team with a lot of data and many customers, you will bring a dedicated focus to organisation and efficiency. You will be supported and encouraged to apply your business administration knowledge to measurably improve team performance collaboratively, and to connect and continue your professional development with the wider HMRC and Civil Service Knowledge Management community. As a team we need to ensure we align our goals and objectives with HMRC's vision. You will use your strategy skills to assist in defining and developing the team's ambitions.
Key Responsibilities and requirements:
- Be enthusiastic and confident applying proven concepts and strategies to capture, structure, value and leverage our information to enhance team performance and impact.
- Develop, maintain and review current data and management systems to a new approach on Office 365, particularly Power BI, and secure the continuous buy-in of the team.
- Capture tacit knowledge and insights from cybercrime investigators and transform that into accessible corporate knowledge that informs HMRC strategy and services.
- Act as "the data person" for the team, handling internal and external requests for information, and using this to continuously evolve how we capture and make data available to meet business objectives.
- Provide support to Senior Leadership Team through the delivery of Management Information and statistics.
- Act as escalation point for internal and external customers. Establish relationships and work closely with internal teams, external service providers, keeping all parties informed as required.
- Support the implementation of policies, write SOPs.
- Support senior management with urgent and essential tasks, carrying out project work when required.
- Manage all aspects of team meetings, events and conferences.
There is an expectation to complete an introductory Cybercrime course.
This role comes with the expectation of regular travel to HMRC Regional Centres, particularly Bristol, Stratford and Nottingham.
Essential Criteria
- Evidence that you have sound knowledge of developing and implementing knowledge management tools and systems, and the processes based on recognised models in the field.
- Demonstrable experience in applying principles of knowledge and data management in an IT environment and the various methods for reporting.
- Confidence in using Microsoft Office 365 services for establishing and maintaining a knowledge management system.
- Sound knowledge of how a Strategy supports the business.
- Knowledge of Cybercrime and how this impacts the business.
- Excellent ability to communicate complex information to a variety of audiences both verbally and written.
- The ability to work independently, prioritising work accordingly.
