Sensitive Collection is one of HMRC's most cutting edge, fast-paced and impactful tools, working closely with other CODE teams, operational investigation and intelligence teams, as well as other Law Enforcement Agencies (LEAs) and the UK Intelligence Community (UKIC).

Targeted Interception (TI) as a key component of Sensitive Collection provides FIS investigation and RIS intelligence teams with interdiction and evidential gathering opportunities gained through the law interception of criminals' communications.

TI also provides an unparalleled insight into criminal intent and behaviour, used to drive tactical operational activity and inform strategic responses across all aspects of HMRC related serious crime.

Sensitive Collection is undergoing significant transformation as we develop and adopt new capabilities and practices, continuing to evolve into a highly skilled, cross-functional, Tier 3 Sensitive Communications Exploitation Business Unit, able to rapidly acquire, process and derive intelligence value from a range of sensitive communications sources.

The TI Data Analysis and Systems Management Team Leader is responsible for research activity and knowledge sharing with Law Enforcement and UKIC partners to reduce to threat posed by complex criminal communications and the emerging threats to HMRC's TI collection portfolio.

This includes rapidly experimenting to develop and run E2E innovative exploitation techniques that solve specific operational challenges and deliver actionable intelligence. Developing new capability services and ensuring the business can adapt quickly and effectively to emerging technology requirements in a systematic and sustainable way.

The successful applicant will lead a team, creating tradecraft and exploitation techniques in an agile operational environment, that are pulled through the wider community whereas a team we seek to disrupt serious organised criminal activity. Acting as a sensitive equities' gateway to protect capability and mitigate risks whilst releasing maximum benefit to operations. Providing operational expertise in the development and evaluation of national capabilities.

Working Patterns

Hybrid or smart home working is not available as there is a daily requirement to attend the office to work on specialist IT systems.

Security Vetting

This post requires British nationality (some dual nations may be ineligible), Developed Vetting (DV) clearance and additional security checks.

This role requires security clearance to DV level. Any job offer is conditional to the attainment of the security clearance to DV and thus, the security clearance is mandatory.

Psychological Well-being and Resilience

Given the nature of the role, it is important that psychological input is in place to assess and supervise resilience. If successful in being appointed, focusing by attending and engaging fully in psychological well-being and resilience support (this will be six monthly in the first year of post and annually thereafter, unless other specific needs are identified).

Person specification
  • Lead and manage the Data Analysis and Systems Management sub-section of the Data Exploitation (DE) function, contributing to team performance and people management, including HR requirements.
  • Being responsible for the successful completion of Data Analysis and Systems Management functions and responsibilities, including requirements and benefits capture, design, development and implementation of bespoke software systems to maximise exploitation of existing and emerging capabilities.
  • Work closely with Sensitive Collection colleagues to ensure resource allocation is managed to support operational priorities, including identification of intelligence development opportunities and identification of data, as well as ensuing analytical requirements are met.
  • Build effective internal and external partner relationships and work collaboratively with stakeholders to provide subject leadership in Data Analysis and Systems Management. Coordinating the delivery of end-to-end process management for new capabilities.
  • Coordination of business analysis to ensure comprehensive understanding of new technologies, as well as requirements and impact.
  • Carry out research and development of new equipment, tools and techniques to counter the threat, risk and harm posed by serious organised criminals. Development of and implementation of training and documentation for new capabilities.
  • Build relationships and collaborate with external law enforcement agencies and private industry to provide guidance, technical Operational support and training in the installation and use of developed tools and techniques.
  • Remain abreast of political and legislative changes that may impact these capabilities and assist in developing appropriate Standard Operating Practices and IPA data handling arrangements and safeguards.
Essential Criteria
  • Experience of working with Kibana or other data visualisation software to explore, view and build dashboards for application monitoring or operational intelligence use cases.
  • Proven experience in the design and delivery of internal technical development initiatives including the introduction of a Learning Management System (LMS) or technology driven solutions is essential.
  • A doer, who is motivated by problem-solving with good attention to detail to be able to review and adapt Standard Operating Procedures to meet business needs.
  • Excellent interpersonal skills to work effectively with departmental colleagues and other Law Enforcement and Intelligence partners.
  • Being an excellent communicator and influencing colleagues and partners alike.
Desirable Criteria

Desirable criteria will only be assessed in the event of a tied score.
  • Recent experience conducting or supporting serious crime investigations to deliver capability improvements to support business /operational outcomes across teams.
  • Elastic Certified Analyst or Engineer.
  • A demonstrable knowledge and practical application in the use of material relating to, or associated to, data analysis with Kibana, including an understanding of how this can be used to drive intelligence development or has been used to progress criminal investigation.
  • Working knowledge of Confluence or other business collaboration tools.
  • Experience with data and log analysis.
  • Programming knowledge / experience in Python or Structured Query Languages (SQ) used to manipulate and access large datasets.
  • Knowledge, understanding and practical application of the following legislation: Investigatory Powers Act (IPA 2016), Regulation of Investigatory Powers Act (RIPA 2000) and the associated Code of Practices.
  • Member of the Chartered Institute of Information Security (CIISec).

Stage 2 (Interview)

Those successful at sift will be invited to interview and will be tested using the following:
  • Presentation (10 minutes including Q&A)

If you progress to the interview stage, a presentation question will be set ahead of time, so that the candidate has time to prepare. Interviews will be held face-to-face at HMRC Regional Centre, Stratford, London.

Stage 3 (Results)

Successful applicants following interview will be given a provisional offer subject to satisfactory conduct, discipline checks and security vetting. Please note there will be a reserve list which will be held for 12 months.

The successful applicant will be required to undertake bi-annual face-to-face psychological interviews with a qualified psychological practitioner and will undergo mandatory wellbeing and resilience training sessions.
