Role Responsibilities

Strategic Leadership:
  • Deliver the cross-HMRC strategy for tackling serious fraud, a high-profile and scrutinised area.
  • Shape FIS's response to priority tax risks, ensuring interventions deliver measurable impact.
  • Act as the threat lead for fraud, engaging with policy partners across HMRC, government, and internationally.
Performance & Governance:
  • Lead teams responsible for capturing, monitoring, and reporting on FIS operational performance at CCG and HMRC levels.
  • Establish a governance and performance framework to provide challenge and accountability.
Senior Responsible Officer (SRO) Accountabilities:
  • Hold SRO responsibility for Tobacco and MTIC fraud, requiring engagement across Whitehall (Border Force, Department of Health, National Crime Agency) and within HMRC.
Partnership & Collaboration:
  • Hold responsibility for a number of partnership relationships with Intelligence Agencies and the Home Office.
  • Lead teams working on international collaboration (J5 and GFIP) with public and private sector partners.
  • Maintain strong relationships across CCG and HMRC to ensure effective collaboration.
Team Leadership & Culture:
  • Directly manage 9 x Grade 6 reports and provide leadership to around 100 staff.
  • Accountable for setting out and effectively communicating the desired team culture in line with HMRC's values.
  • Ensure that staff feel valued in their roles and that FIS is a great place to work.
Resource Management:
  • Accountable for the allocation of paybill budgets and the overall management of the deputy directorate.
Delivery & Impact:
  • Deliver your own areas' contribution to the CCG business plan, focusing on improving engagement, reducing absence, managing risk and resource.

Person specification
  • Extensive experience in working collaboratively and setting and agreeing priorities in a threat management context.
  • Significant senior stakeholder management experience (both internal and external)
  • A working knowledge of criminal justice and/or civil investigations and CPIA Disclosure would be preferable.
  • Experience of leading geographically disparate teams as well as delivery of transformational change.

This campaign is being managed by HMRC's Executive Resourcing team. All a pplications should be submitted via Civil Service Jobs no later than 23:55 on Monday 19 th May 2025 and must include:

Shortlist

The panel will assess the evidence provided in your CV and statement. Candidates whose applications best meet the essential criteria will be selected for interview.

Assessment

If shortlisted, you will take part in the following assessments:
  • Individual Leadership Assessment - a combination of psychometric assessments
Assessments are designed to support the panel's decision making and highlight areas for further exploration at interview and do not result in a pass or fail decision.

Interview

You will attend a panel interview for a more in-depth discussion of your previous experience and professional competence. This will include a 5-minute verbal presentation (further information will be issued in advance).

Interviews are expected to take place in person at our Stratford Regional Centre.
