Job Description

As Operational Resilience Frameworks and Standards Lead, you will be responsible for developing and implementing HMRC's Operational Resilience Framework, standards and supporting methodologies. You will ensure the department adopts a consistent and effective approach to operational resilience aligned with recognised industry best practice.

Drawing on experience gained within the financial services sector, you will provide subject matter expertise on operational resilience frameworks and regulatory approaches, including lessons learned from organisations operating under Financial Conduct Authority (FCA) and Prudential Regulation Authority (PRA) operational resilience requirements.

You will support the development of standards and methodologies covering important business services, dependency mapping, impact tolerances, resilience testing, governance and continuous improvement. You will also support the development of HMRC's permanent operational resilience capability through guidance, coaching and knowledge transfer activities.


Key Responsibilities

  • Lead the development and implementation of HMRC's Operational Resilience Framework.
  • Develop operational resilience standards, methodologies, procedures and supporting guidance.
  • Ensure alignment with recognised industry best practice and applicable resilience, risk and security frameworks.
  • Provide expert advice on operational resilience approaches adopted within highly regulated sectors, particularly financial services.
  • Develop standards and methodologies for the identification of Important Business Services, dependency mapping and impact tolerance setting.
  • Establish consistent approaches for resilience assessments, vulnerability analysis and resilience improvement planning.
  • Develop resilience testing standards and methodologies.
  • Support the establishment of governance arrangements, reporting mechanisms and assurance processes for operational resilience.
  • Work collaboratively with business, technology, security, risk and supplier management teams to embed resilience standards across HMRC.
  • Monitor emerging industry practices, regulatory developments and resilience trends, recommending improvements where appropriate.
  • Provide thought leadership and expert guidance to senior stakeholders on resilience framework design and implementation.
  • Lead knowledge transfer and capability development activities to support the transition of framework ownership into HMRC's permanent operational resilience function.


Essential Criteria

You will demonstrate:

  • Significant experience developing, implementing and embedding Operational Resilience frameworks, standards, policies and governance arrangements within large, complex organisations, including design of assurance and reporting frameworks.
  • Strong practical operational resilience experience within regulated financial services organisations, with direct experience of FCA and PRA Operational Resilience requirements, implementation programmes and industry best practice.
  • Demonstrable expertise in Important Business Services, impact tolerances, dependency mapping, resilience testing, and the wider disciplines of operational risk, business continuity, third-party risk and service resilience.
  • Experience translating regulatory expectations, industry standards and international resilience frameworks into practical, implementable business frameworks and operating models.
  • A proven ability to influence senior leaders, work effectively with regulators, internal audit and independent assurance providers, and drive adoption of new frameworks, standards and ways of working.
  • Knowledge of government resilience, Critical National Infrastructure or public sector operating environments, supported by relevant professional qualifications in Operational Resilience, Risk Management, Business Continuity or Operational Risk.
