Many of our colleagues work in specialist teams but with Cross Cutting aspects to their work, to one degree or another. The position advertised here is for assignment to a dedicated Cross Cutting team, collaborating with the other teams within the wider EA team.

In this particular job the team you will be joining does not own, or have responsibility for setting strategy for any of our I.T. platforms, but you must understand what the strategies for each of those platforms is.

You will:

1. take part in the Triage of all work coming into the portfolio every week and assist in determining whether more detailed EA engagement is required at that point.

2. stand by our team decisions to Accept, Reject or Defer initiatives mentioned above, and present our case for our decisions.

3. where further enquiries have been deemed necessary: take part in, or arrange and lead, meetings to elicit further information about the initiatives mentioned above, if and when needed, and in consultation with business leads, business relationship managers and EA Platform teams, determine whether to finally accept, reject or continue deferral of those initiatives whilst enquiries proceed. This must all be done at speed.

4. provide strategy based advice to solution architects on solution designs, technology choices and governance requirements.

5. act as one of the EA team keyholders at one or more regular and frequent governance boards for financial, solution design approval, or spending decisions. This will involve working with:
o sometimes very complex designs and ensuring that appropriate platform teams have been identified and given approval or otherwise.
o Other Government Departments.

6. you may be asked to research various subjects using internal and or external resources such as Gartner and prepare briefings, findings, recommendations for any number of things (for example Process Mining or Task Mining).

7. undertake various ad hoc, and often at short notice, with short deadline pieces of work for the head of Enterprise Architecture, including work on, spending review, commercial contract to platform mapping, Freedom of Information requests and/or replies to ministerial correspondence etc.

Person specification

Essential Criteria:
  • A broad IT background in a significantly sized IT environment.
  • Understanding of EA strategies and roadmaps from a business and technology perspective, including 'as-is', 'to-be', and transitional states.
  • Experience in the use of Modelling tools and documenting "As Is" and "To Be" processes.
  • A focused approach to strategic alignment of technical design and architecture to meet business growth and direction.
  • Proven experience of providing consultancy on potential solutions and appropriateness of technologies, and driving benefits from those technologies.
The ability to:
  • Develop, document and establish Reference Architectures
  • Understand, and have the confidence to enforce, architectural principles, policies, standards and reference architectures, in the face of demanding projects which may wish to diverge from the enterprise strategy.
  • Simplify and explain complex and technical information by using appropriate and accessible language for non-technical audiences.
  • Capability to steer the decision-making process, explaining trade-offs and making recommendations based on all the available facts, often whilst working with significant ambiguity.
  • Look beyond the immediate problem and identify the wider implications across the enterprise, in both the short, medium and long term.
We'll assess you against technical skills during the selection process, which will include some of the following:

The breadth of your enterprise level I.T. experience.
Knowledge and experience of large-scale applications and implementations (for tens of thousands of end users).

Knowledge and experience of applying/using Business Architecture, Business Process Modelling, and Process Improvement/optimisation techniques as well as Enterprise Repository tooling.

Desirable Criteria:
  • professional IT qualifications such as TOGAF or CIT - if not held you must work to acquire these within the first 12 months of employment.
  • Knowledge of AWS and or Azure hosting
  • Experience of using Abacus, BPMN and Archimate
  • Experience of working in an Agile environment and experience of using Agile methodologies such as TDD, Scrum and Kanban.
  • Knowledge of any of the significant taxes, duties and benefits HMRC is responsible for administering. (Either in terms of the related IT systems and/or legislation/processes).
    Other Information
    • SC or above level security clearance already held.
      (Note - if you join the team without SC or above clearance then you must immediately apply for and acquire it. To undergo a SC, you must normally have resided in the UK for a minimum of the last 5 years.) Should you fail to acquire this level of clearance then your employment may be terminated.
