Job Description

This is an exciting opportunity to join HMRC’s CDIO (Chief Digital & Information Officer) Chief Digital Product Office working in the Transformation and Programme Delivery

This is a pivotal role working closely with HMRC Change Delivery Group to bring together Suppliers and CDIO’s Delivery Group to build and enable HMRC’s data lake house, oversee the migration of data from existing legacy data warehouses. You will be involved in developing key critical services as HMRC looks to bring together it’s legacy data estate.

The complexity or breadth of products or teams will vary in this role, depending on the context of the work assigned.

Key Responsibilities

As a IT Delivery Manager, you will be responsible for:

  • Production and management of end-to-end IT delivery plans and status reports.
  • Identification, management, reporting and mitigation of IT risks, issues and dependencies.
  • Raising, monitoring and challenging commercials/costs across all delivery teams and commercially engaged delivery partners.
  • Financial forecasting and tracking of project expenditure.
  • Building and maintaining effective and collaborative relationships in order to achieve successful outcomes for the business.
  • Reporting and communicating project deliverables, progress and benefits to a wide range of stakeholders across all grades.
  • Applying your experience / understanding of both Agile and waterfall delivery methodologies in a Delivery Management setting.
  • Engaging, building and maintaining teams, both internally and externally, identifying the people and skills needed to continuously deliver.
  • Supporting the overall IT Delivery team via escalation management, guidance and performance management.
  • Working closely with business stakeholders, supporting, and understanding business needs and strategy, ensuring deliverables are understood, aligned, and agreed.
  • Working closely with Product Managers, Delivery Managers or project managers collaboratively to ensure delivery of the products is aligned with the project scope, requirements, and timeline constraints.




Person Specification

Essential Criteria:

The successful candidate will need to demonstrate practical knowledge and experience in the following:

  • Delivering large, complex, technical or IT-enabled change projects or programmes against a backdrop of large-scale organisational change
  • Working as a member of a large / major complex project team.
  • Excellent communication and collaboration skills.
  • Operating across tight & complex governance frameworks, and a sound knowledge of risk & cost management.
  • Using industry standard project management tools and methodologies.
  • Project Governance including creating and managing a project plan and tracking risks / issues / dependencies.
  • Utilising both Agile and Waterfall methodologies.
  • Building & maintaining positive and effective relationships with all key stakeholders across a large and complex organisation as well as managing stakeholder requirements and expectations.
  • Supplier management demonstrating a focus on quality outcomes for customers whilst also seeking best value from any investments
  • Interpretation of change; making it easy for teams and stakeholders to understand what needs to be delivered, by who, why, and when.

Desirable Criteria:

Ideally, the successful candidate will also demonstrate knowledge and experience in the following:

  • HMRC recognised project management tools and methodologies
  • Previous experience in the HMRC IT end-to-end change lifecycle.
  • Evidence of playing a key role in influencing strategic decision making and demonstrating an understanding of strategic consequences of IT decisions.
  • A recognised Delivery Management qualification such as Prince 2 Practitioner, Agile Practitioner or Managing Successful Programmes (MSP).
