Are you ready for a challenging and rewarding role that makes a real difference? As a Mobile Enforcement Officer at HMRC, you'll be on the frontline tackling the deliberate misuse of fuels and other excise-related fraud. This includes seizing vehicles and assets, working in both criminal and civil interventions involving other Excise Regimes, such as Tobacco and Alcohol, and collaborating with partner agencies such as the Police, Trading Standards, DVLA, and Border Force.

This is a physically demanding role that requires resilience, strong people skills, and a reasonable level of fitness. You'll often be involved in confrontational or high-pressure situations, using intrusive powers such as arrest, detention, and search.

There is an expectation to work away from the home station with the possibility of some overnight stays.

Training and Development - Career Growth and Support

At HMRC, we are committed to your professional development. As part of your journey, you will receive comprehensive training to prepare you for the demands of the role, including:
  • Level 4 Diploma - Accredited Counter-Fraud Specialist/Officer
  • Mobile Enforcement Training
  • Public and Personal Safety Training (PPST) - a 4-day introductory course, refreshed twice a year
The PPST is a pass/fail course and includes physical elements. The PPST is refreshed twice a year thereafter. You'll be required to complete a Health Declaration, and an Occupational Nurse will assess your suitability. This health assessment is ongoing and must be updated regularly or if your circumstances change. If candidates don't pass the PPST within the first 6 months they may have to return to present work area.

Because of the hazardous nature of the chemicals and oil that is handled, successful candidates are subject to an additional health check and assessment before taking up duties, and annually thereafter, which they must pass in order to continue working in the Mobile Enforcement Team.

Much of the training is residential and requires a high level of commitment. Successful completion of all training is essential for operational deployment.

Person specification
• Taking the lead and direct the day-to-day operations of a Mobile Enforcement Team crew and taking overall responsibility for case work.
• Taking the lead with cautioned interviews.
• Maintaining an official notebook and writing witness statements as required. Attending Court as an Official Witness.
• Selecting targets for intervention and/or testing.
• The Officer has overall responsibility for managing case work, data processing and other duties in support of the HO team leader.
• Sharing driving responsibilities, including large vans and 4x4s.
• Sampling and chemical testing of fuel.
• The Officer has overall responsibility for managing case work, data processing and other duties in support of the HO team leader.
• Candidates will be subject to an eyesight test which includes a test for colour blindness. Appointments will only be confirmed if this test is passed.

Essential Criteria
• Applicants must hold or be willing to attain the relevant MET Training and Counter Fraud Investigator Training.
• Applicants need to be aware that the ability to drive is an ongoing essential requirement for the post. Therefore, Officers who become unable to drive through loss of licence or for medical reasons may be redeployed outside of the Mobile Enforcement Team.
• Applicants must hold or be willing to attain an up-to-date PPST (Public and Personal Safety Training) certificate.

Other Information

This role requires NSV checks at Security Clearance (SC) and you must either hold or be willing to obtain this prior to take up duty.

This post attracts a Level 2 Flexibility Payment (FP) that is paid monthly with salary. This FP allows HMRC flexibility to change your work pattern, at short notice, to meet business needs.

You will be expected to undertake periods of 'on call'. You will also be expected to work additional hours, at weekends and outside your normal working hours/days (including bank holidays).

FP levels are reviewed annually - on a business need and personal basis - and may be subject to change.

If you currently receive the Flexibility Payment which may include Transition Protection and/or a Maintained Pension Value, moving to a new role may affect your payments.

Licences
A full valid UK Driving Licence (manual and automatic, but not a provisional licence) at the time of application and be willing to drive official vehicles.

Due to the nature of the work and to perform the core functions of this role, a full valid UK driving licence and willingness to drive official vehicles is an essential requirement. You will be asked to provide evidence of a valid licence at the pre-employment stage.
